Tender description

The States of Guernsey is seeking Pre Qualifications Questionnaires (PQQ) from potential suppliers capable of providing sourcing, supplier repository network, contract management and spend analysis system(s). The goal is to improve the efficiency and effectiveness of procurement through the use of these system(s). The system(s) are intended to help the procurement team and users throughout the organization to better manage spend and to improve compliance. The system(s) need to be intuitive and easy to use and to be of real value to users. In addition the system(s) must be perceived by our supplier base as having value, not bureaucratic and not create artificial barriers to doing business with the States of Guernsey. The States of Guernsey has a purchase to pay (P2P) and financial system (SAP) which forms the financial back bone to the procurement solution. The States of Guernsey would look at the possibility for any of the new tools to integrate with our current financial system although this is not an absolute requirement we believe. Integration would enable the States of Guernsey to have a flexible end to end solution that ties in with our current purchase to pay and financial systems. Integration with the current P2P system is only of value if the benefits outweigh the costs. A possible solution is to procure separate modules or to adopt a single solution that covers all areas of interest. The solution/modules would need to cover the following areas, and have the capability to interlink: • Supplier management/network • Sourcing • Contract management • Spend/data analysis To compete in this pre-qualification questionnaire, please fill in the PQQ and ‘System Functionality (suppliers to fill in) – DN304659’ excel document to assist the States of Guernsey to decide which suppliers to short list to invite to tender.
