Tender description

Westminster City Council is seeking to procure a Housing Floating Support Service to mitigate the risk of residents presenting as homeless and bring down the overall number of homeless presentations to the city council’s housing options service. The service will be required to deliver targeted, time-limited and holistic interventions that successfully help people remain in their own home, with a minimum approximate of 750 cases annually (excluding drop-ins /workshops); this target will be reviewed with the intention of achieving a minimum throughput of 1 000 cases per annum. A maximum of 40 cases at any one time will involve support outside the City of Westminster. The service must effectively support individuals and households to access mental health and other support and treatment agencies, and develop proactive risk management strategies around tenancy sustainment and health & safety. The service will also deliver wider outcomes that directly benefit individuals around employment, health and wellbeing, contributing to a wider positive impact on our communities overall. The service will be expected to rapidly triage and respond to referrals, and deliver a targeted and time-limited support intervention to alleviate immediate and longer term tenancy sustainment issues. The service must deliver a flexible approach in supporting the maximum number of people through different methods of support. The service is available to individuals over the age of 18, living in any tenure within Westminster or as a Westminster resident living in temporary accommodation outside the borough, with an identified support need. Priority groups are individuals with a mental health need, those requiring intervention around hoarding and self neglect, and care leavers. The service will need to coordinate effective joint working around those with complex needs/multiple disadvantage who use a variety of council services.
