Tender description

Why the Work is Being Done The MOD requires development of an extant prototype web tool used to manage the through life conduction of Cyber Vulnerability Investigations (CVIs). The current version has been identified as not fit for purpose and improvements are required for it to be able to support the current scale and pace of CVI delivery. A working tool is required by 31st March 18. Please note, shortlisting of suppliers will take place week commencing 1st Jan 18 Problem to Be Solved The CVI Ops Cell manages delivery of Cyber Vulnerability Investigations on behalf of Defence customers. Given the structured methodology that is used to deliver the investigations, an appropriate workflow tool would assist in managing this portfolio and providing oversight of risks, progress and deliverable's. Who Are the Users This tool will be used by the CVI Ops Cell to manage, through-life, the conduction of CVIs to ensure efficient delivery. Early Market Engagement None Work Already Done MOD currently has a prototype tool, developed in house, however this not fit for purpose. This task will build on this prototype to deliver the functionality required for the tool to be used effectively. Existing Team The team is a mixture of military, civil servants and external contractors Current Phase Alpha Work Location Development can be undertaken at suppliers own premises but regular visits to MOD Corsham / MB will be required to meet with MOD for requirement gathering and progress updates. Working Arrangments Supplier should be able to be on site (MOD Main Building or MOD Corsham) at least two days a week for meetings with MOD representatives. Any expenses for meetings must be included in suppliers bid. Security Clearance All team members working on this task must have minimum SC clearance which is in date. Due to the timescales involved, MOD will not be able to sponsor clearances for any team members. Additional T&Cs Skills & Experience Proven experience of developing web based applications using C# / .Net Core 1.0,ASP.NET MVC 6,ASP.NET Entity Framework,ASP.NET Identity Framework,MS SQL Server Express 2012,Angular 2.0,LESS,Gulp,npm,Bower,NuGet (30%) Proven ability to analyse current working practices in order to gather and understand a user’s requirements. (15%) Proven ability to review current software and, in conjunction with point 2, make recommendations for improvements (15%) Experience of using AGILE methodologies to plan and deliver improvements (5%) Understanding of MOD accreditation and the associated security implications (5%) Weightings given above will be used at both the shortlisting and evaluation phase Nice to Haves Experience of MOD networks especially the Secure LAN Interconnect (SLI) (5%) Previous experience of working on cyber defence projects (10%) Have ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5%) Have ability to own issues and drive them to resolution.
