Tender description

Working in partnership with 28 locally based organisations in Tees Valley, we aim to support 2 500 residents with complex and multiple needs to achieve real change in their lives, and progress towards or into work, through delivery of our innovative, participant-focused Step Forward Tees Valley Programme. The purpose of this invitation to tender is to appoint a suitably experienced contractor to provide an independent and objective assessment of Programme performance and impact. As well as giving us access to specialist research and evaluation skills, this will also provide independent and credible feedback on performance, effectiveness, and impact, highlighting additional learning and opportunities for improvement. To evaluate Step Forward Tees Valley, we will adopt a dual approach, using a process of self-evaluation and an independent external evaluation. Self-evaluation will be undertaken by staff with an in-depth knowledge of the Programme and its objectives, enabling them to reflect on learning and to play an active role in the process of continuous improvement. The purpose of this invitation to tender is to appoint a suitably experienced contractor to provide an independent and objective assessment of Programme performance and impact. The SFTV Programme commenced in December 2016 and will run until September 2019, however it is envisaged the Evaluation will continue until December 2019. A detailed specification for the works required can be found in Appendix A. The Budget for this work is expected to be between GBP 200 000 - GBP 240 000 including VAT.
