Tender description
The purpose of the tender is to accredit appropriately qualified providers to deliver high-quality stop smoking services. This specification is only concerned with the general stop smoking contract which will be split into 4 lots: 1) General Practice: To deliver stop smoking clinics within GP settings 2). Pharmacy: To deliver stop smoking clinics within pharmacy settings 3) Community: To deliver stop smoking clinics within community settings, including workplaces, schools colleges, home visits eg for housebound Service Users and specialized support for Black and Minority Ethnic (BME) communities 4) General and Mental Health Hospitals: o work within local hospitals providing support for in-patients and ensuring a fast track referral pathway is in place on discharge. Applicants can bid for each lot i.e. a maximum of 4 lots, note there will only be one stop smoking service specification that providers will need to work to. Stoke on Trent City Council is looking to accredit up to 3 providers to deliver stop smoking clinics within GP settings. Applications can range from individual organizations to consortiums or federations but must be able to work with multiple city-wide practices to deliver 4-week quitters. The model of service must ensure Service Users have access to high-quality behavioral support and pharmacotherapy to support their quit attempt. The arrangements can be through subcontracting, hosting, or another arrangement as agreed with the commissioner. Stoke on Trent City Council is looking to accredit up to 3 providers to deliver stop smoking clinics within Pharmacy settings. Applications can range from individual organizations to consortiums or federations but they must be able to work with multiple city-wide pharmacies and where smoking prevalence is high to generate the 4-week quitters. The model of service must ensure Service Users have access to high-quality behavioral support and pharmacotherapy to support their quit attempt. The arrangements can be through subcontracting, hosting, or another agreement as agreed with the commissioner. Stoke on Trent City Council is looking to accredit up to 2 providers to deliver stop smoking clinics within community settings. Providers should be able to deliver clinics across a range of venues, as a minimum this should include: — Workplaces — Schools — Colleges — Home visits, for example for Service Users who are ‘housebound’. — Specialised support for BME communities. Providers may also want to deliver clinics in community venues, applicants can choose which venues but it is expected that there will be good coverage across the City with a focus on areas of high smoking prevalence. Stoke on Trent City Council is also looking for a provider to work within local hospitals eg Harplands, University Hospital of North Midlands (Royal Stoke site) providing support for in-patients and ensuring a fast track referral pathway is in place on discharge. Due to the need to have continuity of care when patients are discharged, this element will only be awarded to a provider who has been successfully awarded lot 1 or 2.
