Summary of the work The brief is to analyse what the business needs to be able to undertake effective data quality monitoring and improvements. We need to identify the right data quality tools, roles, skills and structure for a suitable data quality framework, and what gaps there are to meeting that framework. Who Speclialist Work With This work will involve engaging with technical leads around the Environment Agency to understand user needs and requirements. After options for the right framework have been explored, recommendations will need to be communicated to senior management. The work will be led by a Data Integrity National Lead in the Environment Agency. The National Lead is responsible for leading the business towards a proactive, consistent and effective approach to data quality. What Specialists Work On This work will deliver a recommended data quality framework for the Environment Agency. The data quality framework will include IT considerations, roles needed, resources needed and skills required, and will involve the following tasks. 1. Undertake interviews with approx 20 staff to discover business requirements for data quality work 2. Undertake interviews with same staff to assess current software, IT and resource for data quality work 3. Identify and recommend options for a framework to meet requirements 4. Identify gaps between capability and ideal framework 5. Deliver a report on business data quality requirements and current capability, gaps and recommendations Skills & Experience • Have understanding and experience of Data Quality Management • Have experience in developing frameworks and gap analysis • Have experience in requirements gathering and producing use cases • Be able to summarise findings concisely • Be able to manage the project • Be able to analyse and improve processes • Communicate effectively Nice to Haves • Summarise findings for non technical audience • Assess the market for suitable IT solutions Work Location This will require meetings or calls with Environment Agency (EA) staff and possibly travel to appropriate EA offices. The Environment Agency Data and Systems (D&S) function is largely based in Horizon House, Bristol, including the National Lead. Corporate Information Services (CIS) have three main bases: Bristol, Warrington and Bridgwater. The custodians are senior managers based across our EA offices. There may also be a requirement to hold meetings with Defra colleagues. There is no provision for the contractor to work from an EA office on a daily basis. The contractor can work from their normal base. Working Arrangments The work will involve face to face meetings in Horizon House, Bristol with the National Lead for project start up, updates and closure. User requirements gathering can be by face to face meeting or phone calls as appropriate. Regular shorter updates can be carried out over the phone. Please could you advise IR35 status of the role? The role is outside IR35. 2. Please could you confirm if the role is more of an Enterprise Architect role or that of a BA? This role is for a Business Analyst and the deliverables will feed into wider work within the Environment Agency. Any additional expertise the specialist can bring will be considered in relation to the task requirements 3. Is there any security clearance is required for this role ? There is no security clearance required beyond 'basic'. 4. What is the lead time for feedback once the application is submitted? Supplier responses will be evaluated from Tuesday 10 October with an aim to let all suppliers know the outcome by Tuesday 17 October 5. Any chances of change in start date as the latest date mentioned is Friday 1 December 2017? We may have some flexibility on the start date. We do have considerable flexibility with the pattern of work, e.g. number of days worked per week, which could start out low and increase/flex as required. 6. What are the other expenses which will be paid? Reasonable travel will be paid when visiting EA offices, e.g. train fares. This will depend where the successful supplier is based and will be by prior agreement only. 7. What are the exact work locations? Is occasional remote working allowed? Yes, suppliers can work remotely. 10. What technologies will the consultant work on or should have experience with , please give detail? The supplier should be proficient in MS Office software. They should be familiar with common data quality management software. 11. Is there any travel involved in this role and will the travel expenses be paid ? The supplier will need to visit the Bristol office for meetings, and other Environment Agency office visits may be beneficial. Reasonable travel will be paid when visiting EA offices, e.g. train fares. This will depend where the successful supplier is based and will be by prior agreement only. 12. Is the rate inclusive or exclusive of VAT? The maximum day rate excludes VAT 13. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Yes 14.
