Tender description

Hertfordshire County Council (the ‘Council’) is currently out to procurement for the Provision and Support of a Waste Management Data System. Further information in regards to this opportunity can be found in II.2.4) Description of the procurement field (OJEU Contract Notice refers). The Waste Management Unit of Hertfordshire County Council (HCC) fulfils a number of statutory functions in its role as the Waste Disposal Authority (WDA) as defined in the Environmental Protection Act 1990 (EPA). Principally these include; the disposal of Local Authority Collected Waste from the 10 District and Borough Council's, provision of a network of Household Waste Recycling Centres and the payment of ‘Recycling Credits’ to the District and Borough Councils. These statutory functions are currently monitored and measured through the use of a large access database system known as WAMS (Waste Management System). The Council is seeking to replace and upgrade the current system through this procurement process. The vision for the Council is to have a system that replicates the functionality of the current WAMS system but enhances it by providing the following: — A web / cloud based system to move away from the current Access database system. — Automation of a number of processes to avoid duplication, such as automated upload and validation of data by contractors and WCA. — Embrace new technologies with a move away from paper weighbridge tickets to a system where weighbridge and related tickets are recorded electronically but maintain the ability to be easily searched and used for auditing purposes. The new waste data management system will be required to handle and track all waste streams and be flexible to accommodate any future changes. This will include integration with council owned transfer stations, with all disposal contractors and the HWRC operator, and the 10 district / borough councils. Due to the size of the system and the amount of data processed through it, initial expectations are that a new system would need to be constructed on a phased and modular basis, allowing for individual modules to be built and tested independently and in conjunction with previously built modules. It is envisaged that the potential solution for waste management data requirements will be either an ‘off the shelf’ software package modified to meet HCC's requirements, or a completely new bespoke software solution. The proposed solution will need to include a comprehensive support and maintenance package for the duration of the contract period. It is envisaged that the tender opportunity will suit IT companies with specific waste management solutions and software developers with experience of developing bespoke data management software solutions. Waste management experience is desirable but not essential. The anticipated contract term is an initial period of 7 years (2 years design and build and 5 years ongoing maintenance) with up to a further 10 years of ongoing maintenance broken down into two 5 year periods. The tender is broken down into a fixed price for the design and build element and an annual cost for ongoing maintenance. The estimated total value of the Contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions, The Contract will be awarded for an initial term of 7 (seven) years, with the option to extend the Contract up to 10 further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. Organisations should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed.
