Tender description

This requirement is for Waste Management within the Growth, Environment and Transport Directorate, for the following service: Paper and Card Recycling from West Kent HWRCs. 6 HWRC sites (Dartford, Maidstone, Pepperhill, Sevenoaks, Swanley and Tunbridge Wells) accept Paper and Card from the public. This material will then be transported (using existing haulage arrangements) to the Provider's facility for processing, with due regard for the Waste Hierachy. The paper and card is usually delivered in either articulated lorries or 40 yard Roll on roll off (RoRo) bins. Once delivered, the Provider can obtain income from the Paper and Card and any costs incurred will be covered by the income made. This tender is, therefore, for Income only. Tenderers are invited to bid an income amount payable to the Authority for every tonne of Paper and Card delivered. The contract is anticipated to commence in November 2017 and will continue for a period of 2 years (24 months) duration with an option to extend in 2 phases; the first for 1 year (12 months) and the second for a further period of 1 year (12 months), resulting in a total potential contract term of 4 years (48 months) unless terminated in accordance with the Conditions of Contract on the Kent Business Portal. The anticipated annual tonnage is around 2 800 tonnes per annum, although all quantities are estimated and the Council gives no warranty as to the accuracy of completeness of any such quantities.
