Tender description

The Northern Ireland Housing Executive has an interest in making oil more affordable for its householders, but as home energy conservation Authority, it also has an interest in reducing fuel poverty for all tenures. Oil clubs could attract members from all housing sectors. The Housing Executive requires a 3rd party organisation (private or voluntary sector) known as a Facilitator to maintain the current network of oil buying clubs throughout Northern Ireland. This contract will be as a “Transition and Handover” contract with the end-state after 2 years to handover the monthly oil buying club function to the 27 OBC community groups. This handover plan will include education, transition, implementation and monitoring of the OBC using Community Group leads.
