Summary of the work The Data Analyst working across IE services, assisting the organisation in developing a holistic view of the function and the wider IE, Borders, Immigration and Citizenship’s transformation in order to map the ‘to-be’ process for IE services, informing transformation opportunities locally across BICs aligning to business design and technology changes. Specialist role Business analyst Expected Contract Length 6 months with the opportunity to extend for a further 6 months to a max 2 years Latest start date Sunday 31 December 2017 Maximum Day Rate £400 to £550 Early Market Engagement N/A Who Speclialist Work With The Immigration Enforcement design team, the 11 IE Transformation Programmes/projects and enabler programmes including technology and policy. What Specialists Work On Scope includes but not limited to the following: Facilitate business / supplier engagement to articulate requirements; Accurately analyse document requirements in a format that will clearly define their type (functional/non functional, User Stories and Acceptance criteria), according to defined standards Review / assure detailed functional and technical specifications ensuring business requirements have been effectively translated.  Assure suitability of the IT provided solutions in meeting the business requirements and Home Office Strategy Support the Business as necessary for the derivation of options and supporting recommendations (incorporating both process and IT change) to meet the business requirements Skills & Experience • Demonstrate a track record in mapping, developing and improving end-to-end processes. 6% • Demonstrate expertise in data analysis techniques: Entity relationship diagrams. Analysis class modelling, Normalisation of data 6% • Demonstrate the ability to use and have had experience using common business centric process mapping techniques and languages. 4% • Give 2 or more examples of working in a range of project delivery environments, with targets set and reviewed on a weekly basis. 4% • Provide examples of ability to work with senior stakeholders to secure access to interviewees in their working environment. 4% • Provide examples of effective workshop set up, facilitation and execution. 4% • Provide 2 examples of interpersonal and influencing skills. 3% • Provide 2 or more examples of the ability to think creatively and the ability to articulate innovative ideas to solving complex business problems. 4% • Demonstrate familiarity with Business Architecture concepts including Motivational Modelling, Value Stream Mapping and Capability Modelling. 4% • Explain how information can be evaluated and presented in such a way that is easily understood by the target audience, including through written and oral communication. 4% • • Provide examples of ability to own issues and drive them to resolution, showing how direction, informing sound business decisions based on business priority and technical feasibility was given. 4% • Give 2 or more examples of actively contributing to the project management community of practice. 3% • Give 2 or more examples of the ability to identify and raise project dependencies, whilst working in a wider team with multiple projects in-flight. 3% Nice to Haves • Prior experience of working in central government and/or law enforcement. 1% • Previous experience using Enterprise Modelling tools 1% Work Location Main location for the work will be Central Croydon with occasional other locations such as central London or other regional Immigration Enforcement offices. Working Arrangments We expect the supplier to be flexible to our needs and be able to make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Expenses will not be payable for travel to sites within the M25; expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy; expenses for travel to regional sites to be agreed Security Clearance Minimum CTC. Proposed individuals who are non-British/EEA nationals must either be in possession of leave to remain with no restrictions on their time to live/work in the UK or their leave to remain must be valid for the duration of this award and permit work in this capacity. Additional T&Cs Liability insurance – minimum level of cover £5, 000, 000 Professional indemnity – minimum level of cover £1, 000, 000. Must adhere to the Civil Service conduct and guidance and comply with the provisions of the Official Secrets Act 1911 to 1989. Termination period in respect of failure to deliver will be 7 days’ notice.
