Summary of the work Direct report to the programme director to provide technical subject matter expertise on various cyber work-streams and procurements. Particularly, this SME will facilitate, develop and capture holistic requirements for the overall programme and help in evaluation of supplier bids on a number of cyber procurements Specialist role Cyber security consultant Expected Contract Length First statement of work for 6 months. Maximum contract duration 2 years Latest start date Friday 5 January 2018 Maximum Day Rate £600-800 Who Speclialist Work With You will be working with a full team made up of a Programme director, Programme manager, various work stream leads and commercial leads. What Specialists Work On Responsible for supporting the programme director to provide relevant cyber expertise to shape the next phase of the programme Work with various programme stakeholders to identify the business needs Facilitate, develop and prioritise ‘as-is’ and ‘to-be’ requirements to enable various cyber procurements Develop evaluation criteria/questions and ‘What good looks like’ documents to assist the bidder evaluation process Support evaluation process and provide relevant advice/expertise in assessing different solution options Support the development of current/next phase implementation plan, work-streams and sign-off criteria that results Provide assurance role to various work-streams and review various programme deliverables to support necessary programme sign-off Skills & Experience • Minimum 5 years experience as a cyber specialist • Proven experience of working in large cyber security programme • Demonstrable expertise across a) Cyber Strategy and Risk Management, b) Security Architecture and Engineering, c) Cyber Threat Intelligence, across d) Forensics and Incident Handling • Demonstrable expertise across a) Security Testing and Cyber Security Operations Design, b) Reference Architecture; and c) Cyber Culture and Business Change • Experience in supporting procurements in technical capacity • Extensive experience of managing a requirements set that can be contracted against • Proven expertise and working knowledge of various cyber security tools • Strong expertise and experience of writing papers for approval from various boards undertaking options identification, analysis, evaluation and recommendation to enable informed strategic and delivery decisions Nice to Haves • Significant understanding, expertise and experience of working within Government departments, the general business operations, data, organisational structures, systems and processes • Certified Information Services Professional (CISSP) or similar accreditation • A strong degree in a technical discipline, ideally in IT security, or equivalent industry training and experience Work Location Main location for the work will be at Croydon, with frequent travel to central London. Some travel might be required to other Home Office locations Working Arrangments The supplier is expected supply a resource working within team made of up of the specialist skills. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites . Off site and remote working can be accommodated by exception, however due to security considerations this would need to be discussed. Day rates to be inclusive of travel and subsistence within M25.Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared or willing to undergo SC clearance No. of Specialists to Evaluate 4 Cultural Fit Criteria Collaborative approach to delivery- and used to operating with multiple suppliers and stakeholders from different departments Evaluation Weighting Technical competence 70% Cultural fit 5% Price 25% Questions from Suppliers 1.
