Tender description

Norfolk County Council, on its own behalf and on behalf of Suffolk County Council, has been awarded a grant by the Depart for Communities and Local Government (DCLG) to support adult migrant victims of domestic abuse who have No Recourse to Public Funds (NRPF). The funding provided under the DCLG's Controlling Migration Fund is for 2 years and is being used to set up a domestic abuse service across Norfolk and Suffolk to help address the gap in service and enable support to be provided to those who cannot access conventional refuge services, provide them with culturally-appropriate advice and information, and enable them to consider their options for remaining in the UK or returning to their country of origin. Norfolk and Suffolk County Councils have been awarded a grant by the Department for Communities and Local Government (DCLG) from the Controlled Migration Fund. The funding is for a 2 year period and the majority of the funding is for assisting adult migrant victims of domestic abuse who are likely to have no recourse to public funds due to their immigration status in the UK. The service provided will be in three elements: 1. Recruit and train multilingual community based Independent Domestic Violence trained advisors. 2. Provide safe-house short term emergency accommodation: Suitable property to be provided as safe, short-term accommodation for primarily female victims in order to provide short term respite. People would spend time working with the community IDVA trained advisors to develop safety plans as well as with other specialist advisers to determine their rights and entitlements in the UK and to gather their evidence. 3. Options advice sessions: A specialist advice service to enable victims to consider their options for remaining in the UK. They must receive advice around how to retain their free movement rights or establish/vary their rights to reside in the UK, if any housing support is available and what evidence they might need to prove an entitlement. Norfolk County Council reserves the right to extend this contract by up to 24 months in the event that further funding is made available by the DCLG for this service. However it is not anticipated at this time that further funding will become available.
