Tender description

The Framework for the Provision of Short Break Services for Disabled Children and Young People, is a joint procurement between Bournemouth Borough Council and the Borough of Poole. Short Breaks provide opportunities for disabled children and young people to spend time away from their primary carers and should provide the ongoing support that children/young people and their families need to fulfil their potential, therefore benefiting both the child/young person and the parent/carer. The break should provide a rest from caring responsibilities for parents/carers and will allow the child/young person to experience new activities while developing relationships. The Framework will cover the following lots; — Lot 1 — Overnight care — Lot 2 — Day care — Lot 3 — Domiciliary care — Lot 4 — Community care. The service shall be delivered in a suitable building that is Ofsted/CQC registered, adheres to children's homes regulations, and will have designated outside space accessible to children and young people. The setting shall be clean, well maintained, comfortable and homely; however, it is recognised that some children / young people might need a sparser environment than others due to their disability. There will be flexibility within the setting to ensure that all children / young people can have their environmental needs met. The provision will take place in a homelike environment that is friendly, homely, safe, secure, comfortable, caring, fun and nurturing. dependent on individual needs and have access to a wide range of stimulating activities both within the residential environment and the wider community. It will provide opportunity for interaction with others and the development of friendships, life, independence and communication skills. The average age of child / young person that will access overnight short breaks will be over 10 years old, up to the age of 25. There may be occasions where it will be appropriate to consider younger children. The Service shall be available (dependent on demand) every day of the year excluding Christmas Day and Boxing day, from 15:30 — 9:00 on term time weekdays and up to 24 hours per day during local school holiday periods and weekends. The service shall take place in building based setting. The Provider may go out into the community to facilitate activities based on the needs and wishes of the child/young person. This Service shall be available for children and young people from the age of 5 years old, up to the age of 25. There may be occasions where it will be appropriate to consider younger children. The Service shall be available at weekends and during the day in local school/college holidays. The Provider shall offer a staff ratio of two children/young people to one member of staff. Where there are specific needs for a child/young person additional staffing requirements must be agreed with the Councils in advance and in writing. The Service shall be available for children/young people from 0 years old, up to the age of 25. The Service shall take place in the family home of the child / young person and shall include personal and domestic care. The Service will not include overnight care and will operate exclusively from 7am — 12mn and be booked on an hourly basis. The Provider shall offer a staff ratio of one child/young person to one member of staff. Where there are specific needs for a child/young person other staffing requirements must be agreed with the Councils in advance and in writing. The is Service shall support children and young people to access activities in their local community and sometimes further afield. The Service shall be available for children /young people from 8 years old, up to the age of 25. The Service shall be available (dependent on demand) every day of the year excluding Christmas Day and Boxing day, from 15:30 — 9:00 on term time weekdays and up to 24 hours per day during local school holiday periods and weekends. The Provider shall offer a staff ratio of one child/young person to one member of staff. Where there are specific needs for a child/young person staffing requirements must be agreed with the Councils in advance and in writing. The Service may include trips to the park, swimming, cinema, bowling, or any other appropriate activity for child/young person. The worker will participate in the activity with the child young person.
