Summary of the work Develop user needs across several different products and establish milestones and critical path for delivery of Ministerial Data Strategy. This will include working across wider CPFG to explore and codify system requirements for commissioning analytics on vulnerable cohorts. Specialist role Business analyst Expected Contract Length 6 months Latest start date Friday 8 December 2017 Maximum Day Rate £700 Who Speclialist Work With The Business Analyst will report to Head of Data and work with the wider policy and project delivery team. What Specialists Work On Working for the Ministerial Data Strategy program Skills & Experience • Demonstrable experience of the BA role working within fast paced, agile and waterfall project delivery methodologies and in the application of GDS services standards to digital delivery • Proven expertise and experience of analysing, defining and articulating complex problems clearly across strategic, business, systems, process and data areas of work • Demonstrable capability to develop stories and epics to a high quality standard that can be used by developer • Demonstrable expertise of process modelling, gap analysis and requirements engineering (within agile frameworks) and the delivery of appropriate artefacts to progress development, achieve business objectives and TOMs • Strong stakeholder relationship/management skills, demonstrating significant success in facilitating collaboration, influencing, communicating and negotiating at all levels Operational and Supplier, with the ability to resolve potential conflicts early • Significant expertise and experience of undertaking options identification, analysis, evaluation and recommendation to enable informed strategic and delivery decisions Nice to Haves • Proven expertise and experience of articulating business and user needs for data analytics within the public sector • Demonstrable understanding, expertise and experience of working within Government departments, the general business operations, data, organisational structures, systems and processes • Demonstrable experience of positively engaging and influencing senior stakeholder managers at a strategic level within Government departments Work Location Main location for the work will be at 2 Marsham Street, London SW1 4DF, with occasional other locations being central London and Croydon. Remote working may be available where appropriate. Working Arrangments The supplier is expected supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance SC clearance is required for this project. The successful bidder will be asked for confirmation of security clearance or we will initiate clearance process where necessary. Does the Maximum day rate of £700 include our fee and VAT? The maximum day rate includes any agency fee but excludes VAT 2. Would you be willing to security clear the successful candidate if they do not currently hold SC clearance? The role requires that the person undertaking it is security cleared to SC. If the best candidate does not have the necessary security clearance then the Home Office will sponsor them to obtain the necessary security clearance. 3. Is this engagement inside or outside of IR35 This role is outside of IR35 4. For a candidate who is available immediately, how soon could they potentially start? The earliest possible stat would be 13th November 2017, This is dependant upon any delaysin the selcetion process such as availablity of relevant parties at the interview stage. 5. Is occasional remote working allowed? Yes. We expect the supplier to be flexible to our needs but off site and remote working can be accommodated, however due to security considerations this would need to be discussed. 6. Is there any travel involved in this role and will the travel expenses be paid ? The advert states that the work locations are primarily Marsham Street with occasional work from other central London locations and Croydon. There may be some travel to regions outside of the M25 in which case expenses incurred will be paid in line with Home Office Travel and Subsistence Policy. 7.
