Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of four directorates • Adult Social Care and Health • Children, Young People and Education • Growth, Environment and Transport • Strategic and Corporate Services This requirement is for an on line HR Information Service within the Strategic and Corporate Services Directorate. KCC wishes to purchase a subscription to an on-line specialist HR information and advice service. This will provide a broad range of information and data, with specific relevance to local government HR practitioners. This will, as a minimum, include comprehensive case law, employment legislation, case studies, data and good practice information covering equalities, pay and reward, organisational development, HR strategy and current HR industry developments. It is envisaged that there will be approximately 20 core users of the system; however KCC will require flexibility to increase or decrease this number during the life of the contract. There is no guarantee to the number of licences that may be required at any time. Bidders may propose alternative solutions to meet the Council’s requirement. Should alternatives be proposed, the alternatives must, as a minimum, fulfil the requirement as communicated by this documentation otherwise the bid may be rejected.
