Tender description

Somerset Waste Partnership, through its administering authority (Somerset County Council) seeks a service provider to carry out the collection of recycling and residual waste for the whole county of Somerset. The contract will cover the collection from households of; weekly separate collection of dry recycling materials (from boxes or similar) and food waste; garden waste; residual waste (predominantly in 180 litre wheeled bins) currently collected fortnightly; bulky items and clinical waste. The contract will include a phased transition to a service model involving the weekly separate collection of an enhanced range of recyclable materials, and 3-weekly collection of residual waste. The service provider will help drive reduced residual waste and increased recycling and implement improvements to service quality, support behavioural change and deliver social value. It will include the statutory collection of commercial waste and may include collection from schools as a provisional item. The contract will commence on 28.3.2020 and will have an initial term of ten (10) years with the provision to extend for one (1) or more periods up to a maximum contract term of 20 years. It is estimated that the total real terms value of the contract(s) will be between 17 000 000 GBP per annum and 18 200 000 GBP per annum excluding materials value. For the avoidance of doubt the values stated are for the initial contract term of 10 years (120 months). The estimated date of publication of contract notice is 5.3.2018 and it is anticipated that the council will be using a competitive dialogue procedure.
