Why the Work is Being Done Oracle Fusion was selected in 2014 to replace our legacy finance system, Oracle E-Business Suite. There has been good progress made in building the new Oracle Fusion solution for our finance, procurement and inventory system. However, an assessment by the project team and senior users indicated that the level of business change required was greater than originally envisaged. An impact assessment has been carried out to fully assess the level of change required and how the business can be made ready to receive the new system. This has allowed an implementation date of 1 April 2018 to be set. Problem to Be Solved Highways England is implementing Oracle Fusion to accommodate the move to Cloud based services. A Service partner is required to; To create clear, pragmatic, manageable plans and design documentation for the Oracle ERP Fusion Digital IT Programme. To build teams to define system business design for the Oracle ERP Fusion Digital IT Programme. Using appropriate project management methodologies. To build teams to define system Training requirements for the Oracle ERP Fusion Digital IT Programme. Using appropriate project management methodologies. To Identify warning signs and provide decisive responses to significant delivery challenges. Who Are the Users This is an Enterprise Wide system roll-out. Key stakeholders within Highways England are; Finance Directorate, ITD Directorate, Highways England Executive, third party suppliers and the Department of Transport. The IT programmers are resourced by a range of specialist resources; civil servants, contractors and interims. Early Market Engagement Work Already Done The project has completed the discovery phase. Where we have assessed users needs it and whether other services exist. In the discovery phase our main aim was to understand and map out the user journey. Alpha is the development phase that comes after discovery and is completed. In the alpha phase we have built prototypes of our service, tested a prototype with users and demonstrate that the service we want to build is technically possible. Existing Team The existing team is a mix of both internal and external resources. There are currently 4 external parties involved in the implementation. Current Phase Beta Work Location Birmingham. Working Arrangments The team is expected to be onsite as a minimum 3 days and week. They will have to attend (in person) any project level meetings. Security Clearance Disclosure of Scotland Additional T&Cs Skills & Experience A CCAB qualified accountant with extensive experience of managing ERP IT programmes using agile project management methods and appropriate scope management. Demonstrate understanding of delivering Oracle Fusion Digital services/ products to the Government Digital Service standard and delivery issues. Demonstrate experience of successful delivery of complex IT projects over time and with a clear approach to resolution of issues and risk mitigation Demonstrate experience and in-depth knowledge of Government Road Investment Strategy (RIS). Demonstrate experience and in-depth knowledge of understanding Oracle Fusion Business design requirements. Demonstrate experience and in-depth knowledge of understanding Oracle Fusion Training requirements. Nice to Haves Experience in Roads investment Strategy (RIS) and Strategic Road Network (SRN) Infrastructure requirements and business processes, issues and solutions Previous successful experience delivering Oracle Fusion financials and digital services within Government Demonstrate understanding of technical architecture, agile delivery, IT reusable services and technical design patterns Accreditation to recognised industry standards in project and Programme management (Prince 2, MSP Practitioner, MAPM or equivalent) Understanding of Service Delivery to ITIL standards Experience of challenging and removing unnecessary barriers to service delivery Provide demonstrable experience of creating and assuring end to end plans, mapping out dependences and work breakdown structures Experience of managing expectations and reporting to a wide range of internal departmental and cross Government stakeholders including those at a senior level No. of Suppliers to Evaluate 3 Proposal Criteria The proposed approach and methodology How the approach or solution meets business or policy goal Clear plan for estimated timeframes for the work Clear plan for risks and dependencies and offered approaches to manage them Value for money Statement of work criteria.
