Tender description

Kingston upon Hull City Council (the Authority) invites qualified and interested suppliers to tender for an Independent Care Act Advocacy (ICAA) Service Framework. The Authority is conducting the procurement using a Request For Quote (RFQ) open Non EU procedure, as required by the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015). The purpose of ICAA is to help and support vulnerable people who have capacity to consent or make a particular decision, but still have substantial difficulty understanding relevant information. Individuals can be referred for ICAA by a Social Worker, Social Work Support Officer, Occupational Therapist or Occupational Therapist Assistant or Social Care Assistant. There are three levels of independent advocacy that are to be available to people referred to for ICAA: Level 1: A maximum of two hours of commissioned Advocacy work. Level 2: A maximum of four hours of commissioned advocacy work. Level 3: A maximum of eight hours of commissioned advocacy work. Level 4: A maximum of twelve hours of commissioned advocacy work. The anticipated service commencement date is 22 January 2018. The Authority proposes to enter into Framework contracts for a period of 13 months with the successful Tenderers (Service Providers). To establish demand we will run a small pilot from 22 January 2018 to 31 March 2018. In March 2018 we will review the level of demand and the system of procuring individual instances of ICAA, and either continue or end the contract and re-procure on different arrangements, depending on the findings of the review. The Framework Contract duration is 13 months incorporating the 3 month pilot, commencing 22 January 2017 ending 31 March 2019. Successful Service Providers on the framework will be migrated on to the Connect to Support Hull local directory. From here a micro-commissioning process will take place procure individual ICAA sessions. A more detailed breakdown is within the RFQ specification. The anticipated budget available for the duration of this contract will be no higher than £16,500.00. No guarantee can be provided to the successful tenderer(s) of the amount of business to be placed during the continuance of the Framework contracts. Keywords: Advocacy
