Summary of the work Deriving insight from analysis of data to support business decision making in departmental transformation programmes, such as Making Tax Digital. Analysing bulk data, improving understanding of how taxpayers contact HMRC to inform the design of digital services to customers. Developing ways of visualising complex business structures in most effective way. Specialist role Business analyst Expected Contract Length 24 months Latest start date Friday 12 January 2018 Maximum Day Rate The maximum day rate HMRC will accept is £345 Who Speclialist Work With The supplier will be required to work collaboratively with the Data Exploitation team, alongside other professionals. This collaboration will primarily be with London based members of the team; however, occasional travel will be required with travel and subsistence expenses paid under standard HMRC terms. There will also be a need to liaise with internal stakeholders in the business areas in HMRC responsible for delivery and transformation. The supplier may be required to work with other internal teams as directed. What Specialists Work On Data matching: Establishing the coverage and accuracy of links between taxpayer populations, for example owner-managed businesses and individuals, through innovative data matching. Estimating impacts of business changes from volumetrics. Determining appropriate ways to better visualise complex data, such as individual/partner/company relationships, and how best to deliver that to the people in the department who can use and exploit it. To help establish and develop data science skills and working practices within the London team, by trialling analytical environments, tools and techniques. Skills & Experience • General data management experience, including ETL, large datasets, and in using both structured and unstructured data • Comfortable with coding in programming languages (i.e. SQL, Python) but happy to learn others if appropriate • Practical experience of a range of data science techniques, such as machine learning; natural language processing; data visualisation; experimental design; and supervised and unsupervised learning • Taking the initiative to identify and apply new data science tools and techniques, and in sharing skills and knowledge • Create innovative and applicable solutions to embed data into the day to day running of the business • Ability to design solutions to defined standards and approaches, including data quality and accessibility • Embed solutions into systems, testing solutions and data outputs • Good customer engagement skills, enabling a good understanding of (internal) customer priorities to actively generate your own ideas for beneficial analysis • Strong written and verbal communication skills required to explain new analyses to internal stakeholders and influence their decisions. • The ability to work collaboratively with other analytical professionals Nice to Haves Experience with using and analysing data held within a Hadoop infrastructure would be beneficial Work Location HM Revenue and Customs 100 Parliament Street London SW1A 2BQ This will move to 10 South Colonnade, Canary Wharf, London E14 4PU in early 2018. Working Arrangments Our normal office hours are Monday to Friday as directed and based in London. Specialists will be required on site five days a week. Flexible working is an option and will be agreed subject to business need. Specialist is required to participate in meetings as required, both internally and externally, and locations other the the base location, as directed. Security Clearance Minimum of BPSS including Disclosure Scotland Additional T&Cs Will work on a Statement of Works basis, with initial 3-month period. HMRC consider that this requirement will be delivered as a service offering, and will therefore be outside of the IR35 legislation. However, individual Statement of Works will be assessed to ensure this status is maintained.
