Tender description
The London Borough of Sutton (Sutton Council) is seeking tender bids from suitably qualified organisations for the provision of Highways Maintenance, Improvements and Street Lighting. The contract will initially be for a period of 7 years commencing on 1.4.2018 with the option to extend the contract for a further 3 years,in 12-monthly intervals, at the discretion of the Council. It is the opinion of the London Borough of Sutton that TUPE will apply to this Contract. Deadline for receipt of tender bids is 21.12.2017. Lot 1 — Reactive and Routine Highways Maintenance, including, but not limited to, and as further described in the Service Information: — Reactive routine maintenance of highways assets, such as roads (including pothole repairs, inor patching and specialist repairs such as ‘Nu-Phalt, ‘Velocity’, or similar approved), kerbs, channels, footways/footpaths, cycleways/cycle paths, verges, street furniture, road restraint systems (vehicle and pedestrian), fencing, drainage (including gullies, linear drains, SUDS, soakaways, land drainage, trash screens etc.), highway structures and bridges, non illuminated traffic signs and road markings, etc. — Ad-hoc highway works. — Emergency Call-Out (ECO) service, including responding to road traffic accidents or any incidents on the highway network and provision and maintenance of Temporary Traffic Management. Lot 2 — Highways Improvements Works for new works, including, but not limited to, and as further described in the Service Information: — Civil engineering works associated with planned improvement schemes such as traffic calming, 20 mph zones, controlled parking zones, parking projects, pedestrian and environmental improvement, accident remedial, junction improvement, cycle lanes/paths, traffic priority schemes, associated drainage works, general traffic management schemes, pedestrian/cycle crossings, traffic islands, bus lane, bus priority, public realm improvement, associated drainage (including SUDS), traffic signs (including illuminated signage), minor electrical works and road markings, etc. — Major highways and transport improvement schemes. — Emergency Call-Out (ECO) service, including responding to road traffic accidents or any incidents on the highway network and provision and maintenance of Temporary Traffic Management. Lot 3 — Planned Highways Maintenance Works (of Carriageways and Footways), including, but not limited to, and as further described in the Service Information: — Planned maintenance of carriageways including road reconstructions (flexible, rigid, composite), kerb and channel works, cold milling, regulating courses, machine re/surfacing with hot rolled asphalt, coated macadam and stone mastic asphalt etc., surface dressing and micro-asphalts, anti-skid surfacing, surface retexturing, surface treatments, block paving, vertical deflections in the highway (e.g. speed humps, cushions, tables etc.), patching repairs of roads, crack and joint sealing, etc. — Planned maintenance of footways including footway reconstructions, paving and re/surfacing of footways and pedestrian areas in various materials as specified, kerbworks, etc. — Scheme/project associated civil engineering works including drainage (adjustments to gully gratings, linear drains, inspection chamber covers etc.), road markings, adjustments to public utility plant (including covers and boxes etc.), provision of Temporary Traffic Management, etc. — Vehicular crossover construction. — Emergency Call-Out (ECO) service, including responding to road traffic accidents or any incidents on the highway network and provision and maintenance of Temporary Traffic Management. Lot 4 — Street Lighting Routine and Reactive Maintenance and Planned Improvements, including, but not limited to, and as further described in the Service Information: — Routine and reactive maintenance and electrical works of street lighting and electrified/illuminated street furniture and any associated any associated requirements, including fault/defect rectification, bulk change and clean, visual structural inspections, structural testing, maintaining the network stays in lighting, electrical inspection and testing, ad-hoc repairs, repairs following road traffic accidents or vandalism, painting of existing columns, etc. — Planned street lighting works, including street lighting column replacement programmes, luminaire replacements (including LED replacement programme), electrified/illuminated street furniture replacements and installations, etc. — Provision of night patrol (‘night scout’) service including identifying and recording faults/defects, urgent fault rectification of minor faults/defects, arranging emergency call-out (ECO) when necessary, logging faults/defects on Employer's ICT system, etc. — Emergency Call-Out (ECO) service, including responding to road traffic accidents or any incidents on the highway network, provision and maintenance of Temporary Traffic Management and (as and when required) liaison with the Electricity Distribution Network Operator (EDNO) outside normally permitted working hours.
