Tender description

The Hampshire and Isle of Wight Procurement Partnership (HIOWPP) consists of representatives from the fifteen councils of Hampshire who procure a variety of goods and services collaboratively in order to achieve cost savings via economies of scale and combined leverage. New Forest District Council is the lead authority on behalf of the HIOWPP and intends to award a four year framework contract to a single provider for the provision of cash collection services. The contract scope covers collection of cash (notes / coins / cheques) through to banking to the Councils nominated banking partner. The length of the framework contract is 4 years, commencing 1 April 2018. HIOWPP authorities (hereinafter referred to as ‘ordering authorities’) are named parties to the outcome of this tender and are therefore entitled at any time during the 4 years of the framework term to enter into a call-off contract with the successful supplier. HIOWPP Members (to be named parties to the framework agreement): — Basingstoke and Deane Borough Council — East Hampshire District Council — Eastleigh Borough Council — Fareham Borough Council — Gosport Borough Council — Hampshire Fire and Rescue — Hampshire Police (The Police and Crime Commissioner for Hampshire) — Hampshire Schools and Hampshire Catering HC3S — Hart District Council — Havant Borough Council — Isle of Wight Council — New Forest Borough Council — Portsmouth City Council — Rushmoor Borough Council — Southampton City Council — Test Valley Borough Council — Winchester City Council Local Authorities, Hampshire Schools, Hampshire Catering (HC3S) and other related organisations as listed above, receive income from various sources. These organisations require a secure and timely service to collect from a variety of outlets, the majority of which are car park machines based in Council car parks, Councils' Civic Offices and other Council related organisations, Schools and Council managed catering outlets. The organisations listed above require that the cash is either consolidated by the contractor and arrangements made for transfer to the nominated bank account or that the cash is delivered direct to banking centres. There will also be a requirement for delivery of change (notes and coins) to some sites. Appointment to the Framework does not guarantee a specific volume or value of business. Interested parties should note that individual contracting parties are under no obligation to join the framework (either at the start or any time during the framework lifetime) and may not join at all. New Forest District Council and other contracting parties give no undertaking that they will purchase the whole or any of their requirements for service through this framework.
