Tender description

Croydon Council is seeking to establish a Framework Agreement for the provision of External Enforcement Agency Services. The Framework Agreement will consist of two Lots: — Lot 1: The Collection of Parking and Traffic Penalty Charges — Lot 2: The Collection of Council Tax and Business Rates. Under this Framework Agreement, the call-off contracts awarded shall operate as Service Concession Contracts. Tenderers can apply for one or both Lots. The Services are to be provided in line with the individual Lot's Service Specification. Volumes shall not be guaranteed or warranted by the Council. It is envisaged the Framework would commece in April 2018. The inital term of the Framework is two (2) years with the option to extend up to a further two (2) years. Enforcement agency services are required to recover Penalty Charge Notices (PCN) that remain outstanding following the receipt of the required statutory enforcement documentation by the registered keeper of the vehicle incurring the PCN. Up to six (6) of the highest scoring Tenderers will be appointed onto this Lot. The Service shall be provided on a concessionary basis under the Framework Agreement. The Fee structure will operate in accordance with the relevant legislation, currently SI 1/2014 The Taking Control of Goods (Fees) Regulations 2014 and SI 1894/2013 Taking Control of Goods Regulations 2013. Enforcement agency services are required to recover Council Tax and Business Rates that remain outstanding. Majority of ‘in borough’ debt shall be collected principally by Croydon Council's internal Enforcement Agency Service. Therefore Service Providers appointed under this Lot will be commissioned with recovery of debts ‘out of Borough’ and from recycled work where the Council's internal team have been unsuccessful in thier collection. Up to three (3) of the highest scoring Tenderers will be appointed onto this Lot. The Service shall be provided on a concessionary basis under the Framework Agreement. The Fee structure will operate in accordance with the relevant legislation, currently SI 1/2014 The Taking Control of Goods (Fees) Regulations 2014 and SI 1894/2013 Taking Control of Goods Regulations 2013.
