Tender description

Rhondda Cynon Taf is one of the largest unitary authorities in Wales with approximately 240,000 people living in the area. The Council occupies an area of 44,000 hectares with a varied demography and transport infrastructure between the north and south. Amgen Cymru provides a wide range of waste management services to the residents and businesses of Rhondda Cynon Taf and is the trading name of Cynon Valley Waste Disposal Company Ltd. It is the Local Authority Waste Disposal Company (LAWDAC), wholly owned by the Council. Amgen Cymru receive mixed dry recycling from varying sources before being sorted at the Material Recycling Facility (MRF), this operation is key to Amgen Cymru. Amgen Cymru are seeking expressions of interest from contractors who can provide a fully managed service for the recruitment, induction, training and management of the operational labour resource required to run the MRF. Back office support functions for audit, compliance, payroll, HR and IT are also required. There will be additional requirements for other Amgen Cymru managed facilities including, but not limited to, the sort shed, mattress facility, landfill, various Community Recycling Centres sites across the Council and other RCT sites. Employment Practices The Council is committed to ensure fair and transparent employment practices are in place throughout the supply chain for this project, consequently Amgen Cymru will work with the approved Tenderer to monitor to ensure fair employment practices including, where possible and appropriate, direct employment operate on this project. The use of umbrella companies is not permitted under this contract. All legislative price increases are permitted, including the annual minimum wage and living wage increases (where applicable) B) Performance — Recycling and Recovery Rates Amgen Cymru currently receive between 60 tonnes of kerbside waste on each of its 2 full working shifts, ie 120 tonnes per working day. Whilst these volumes fluctuate slightly, the composition of materials is reasonably consistent. After the sorting process and based on current figures, 75 % is recycling, 25 % diverted materials. To ensure performance and productively is proactively monitored and managed, the Supplier's Team Leaders and Senior Account Managers are required to attend daily meetings with representatives of Amgen Cymru. Where the rolling KPI target of 75 % recycling target has not been met or Amgen Cymru considers there to be a risk the KPI target will not be met, the Supplier shall provide the reasons for this reduction or potential reduction in recycling performance at the MRF. Increased Tonnage The Supplier should note the tonnage processed at the MRF may increase throughout the contract period to take into account similar waste streams received from local authorities across Wales. http://gov.wales/topics/localgovernment/unitary-authorities/?lang=en Minimum Levels There are many Pass/Fail questions in the SQuID (Questionnaire) including a minimum turnover of 1 000 000 GBP per annum.
