Tender description

This is a Prior Information Notice (PIN) for a forthcoming concession contract for vending services, which is to be delivered at zero cost to Greater Manchester Police (GMP). The contract will be for a fully managed service, providing a variety of machine types; including (but not limited to) hot drinks, snacks, canned or bottled drinks and table top coffee machines. Within this service there will be a requirement to install, move, commission or decommission machines, according to the operational needs of GMP. The fully managed service will include (but is not limited to) the provision of machines and both regular and ad hoc cleaning, servicing, call outs and stock replenishment of the vending units. The contract value stated in this PIN is the current best estimate of the value of income to the supplier over a 4 year contract. This may be revised prior to the issue of the OJEU Contract Notice. The Deputy Mayor for Policing and Crime (DMPC) of the Greater Manchester Combined Authority (GMCA), acting as the Contracting Authority for Greater Manchester Police (GMP), has issued this Prior Information Notice (PIN) in order to conduct market engagement ahead of a forthcoming tender for the provision of a vending service for premises across the Greater Manchester Police force area. Before tendering a new contract for vending services, GMP wishes to better understand the vending services market and the variety of vending machine options currently available, including (but not limited to) snacks, hot and cold drinks, fresh food, sandwiches and ambient meals. Contractors interested in submitting a bid, when the tender is advertised in early 2018, are requested to express an interest in this PIN via the Bluelight e-tendering system (www.bluelight.gov.uk). Following expiry of the PIN on 22.12.2017, a short market engagement questionnaire will be sent out to all parties who expressed an interest, allowing GMP to gather feedback from the market to assist in the service design phase.
