Tender description
Dublin Institute of Technology (“DIT”) is one of Ireland’s largest and most innovative institutions of higher education. DIT provides full-time and part-time programmes for more than 20,000 students. DIT invites expressions of interest under the negotiated procedure for the award of a concession contract, for a period of 3 years, for Catering Services at DIT locations throughout Dublin. The period of this contract is expected to cover the existing college locations and some planned new locations that may open in the 3 year period. As the subject matter of this service concession falls outside of the scope of Directive 2014/23/EU, which has not yet been transposed into Irish Law, the award of the service concession will not be fully subject to the provisions of that Directive. However, the contracting authority will employ a procedure analogous to Directive 2014/23/EU in order to award this service concession. First, interested parties are required to complete and submit the Qualification Questionnaire. Candidates will be assessed on the basis of the rules, criteria and weightings set out in the Questionnaire, which are aimed at establishing the suitability of Candidates and assisting in preparing a list of the best Candidates who will be invited to tender. Second, the top five highest scoring Candidates (subject to the quality and number of applications received) who also meet the minimum criteria and rules for selection will be issued with invitations to tender. The tender documentation will contain a specification of requirements, detailed award criteria and further instructions regarding the competition. Following receipt of tenders and application of the award criteria, DIT may at its sole discretion engage in negotiations with one or more tenderers. Such negotiations will concern both technical and commercial elements of tenders and may or may not conclude with an invitation to selected tenderers to submit “best and final offers”.
