Tender description

The Recycling Village is provided to discharge the Authority's statutory duty under Section 51 of the Environmental Protection Act 1990. The facility comprises 5 aspects: 1. A covered tipping area with a wide range of containers in which to deposit materials brought onto the Recycling Village, with the emphasis on material segregation and storage. 2. The transport of collected materials to various destinations to enable its processing or disposal. 3. A ‘Bring Site’ for recyclable materials. 4. Reception and storage areas for Waste Electrical and Electronic Equipment (WEEE) and Post-Consumer Batteries. 5. The Windmill Warehouse, operated by the Authority's partner, Groundwork, acts as a catalyst for environmental, recycled and reclaimed products and information about the environment. The Authority requires a Service that will primarily assist with the first and second aspects set out above, but which will also contribute to the successful and efficient operation of the others. The Contractor provides the staff, operates and manages the Recycling Village and provides the transport as and when required to deliver the sorted waste material to end outlets specified by the Authority, with the Contractor incentivised to maximise recycling performance. The Authority bears any disposal costs/receives any income from the outlets in respect of material delivered there.
