Why the Work is Being Done After successfully securing NHS England Estates and Technology Transition Funding (ETTF) to support the Northamptonshire Local digital Roadmap (LDR) Programme, additional flexible resource is required to achieve mobilisation and transition programmes to ensure successful delivery of technology programmes. Problem to Be Solved Partner required to support the programme team with the following services: 1. Supporting the Programmes Outcomes 2. Supporting Governance throughout the programme 3. Ensuring the mobilisation and transition outcomes are managed and achieved 4. Provision of subject matter expertise in the areas of: a. Programme/Project Management b. Transformational Change Management c. Benefits Realisation and ROI achievement d. Business Analysis e. Information Governance f. Clinical Systems (Primary care and Acute care) g. Technical architecture design and deployment Who Are the Users New business has been secured in the following localities: • NHS Corby and Nene CCGs (Northamptonshire) s Early Market Engagement Use of the NHS England CL1 process has failed to secure the services. The use of the Digital marketplace has been successful in supporting a similar need for our HJIS and LPF Mobilisation programmes. Work Already Done ETTF funding has been secured for this Financial Year and a LDR PMO has been established. Work has started in and the successful partner will be fully briefed on the work completed so far and the programme of work to be completed. Existing Team The existing programme is a blend of FTE’s complemented by contract staff and specialist 3rd party companies. Current Phase Discovery Work Location New business has been secured in the following localities: • NHS Corby and Nene CCGs (Northamptonshire) Working Arrangments No specific requirements, though the staff will be expected to work mainly on-site. Security Clearance None Additional T&Cs Skills & Experience 1ICT Transformational Change Subject Matter Expertise in: a. Programme/Project Management b. Transformational Change Management c. Benefits Realisation and ROI achievement d. Business Analysis e. Information Governance Have demonstrable success in the delivery of programmes within the last 12 months, using industry programme management methodologies within the NHS ICT Sector. Demonstrable experience of matrix-managing a multi-disciplinary programme team within the last 24 months within the NHS ICT Sector. Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a Programme within the last 12 months within the NHS ICT Sector. Demonstrable expertise in the transition of programmes into a live service environment within the last 12 months within the NHS ICT Sector. Further ICT Transformational Change Subject Matter Expertise in: a. Clinical Systems (Primary care and Acute care) b. Technical architecture design and deployment Nice to Haves Knowledge of the NHS England and NHS Digital Operating Models and Policies pertaining to local delivery of ICT services and Local Delivery Roadmap Programmes No. of Suppliers to Evaluate 8 Proposal Criteria Alignment with all seven essential skills and experience points and evidenced within the proposal. Willingness to align with the current programme approach Team structure, organisational make-up and quality of submitted CVs Value for money of the proposed solution. Innovation (any alternative proposals to deliver the services or to improve the quality of the services delivered). Alignment with Nice-to-have skills and experience and evidence within the proposal.
