Tender description
PHE Science Hub and headquarters in Harlow will be a world-class centre of excellence for public health and life sciences. It will be achieved by developing a campus at the former GlaxoSmithKline (GSK) site at the New Frontiers Science Park in Harlow. We aim to create a vibrant and stimulating collaborative hub where everyone working in public health science can share knowledge, ideas, expertise and resources. The site will include state-of-the-art laboratories and research facilities that will assist PHE in its role of protecting and improving the nation's health. It will be a centre for the expert science that underpins how we protect and improve the public's health and reduce health inequalities. It is at the heart of the long term future developments of PHE. This contract is to provide an Independent Commissioning and Validation Service (ICVS) ensuring that PHE Science Hub facilities are fully operational, compliant, licensable and safe for PHE staff to carry out their duties. The chosen provider will be appointed for an initial period on an NEC3 Option E: Time based contract to allow for the provider to consult with the Programme to fully define the activities required to deliver the overall services, at which point an activity schedule with a fixed lump sum for delivery will be produced and the contract moved to NEC3 Option A: Priced Contract with activity schedule. The overall nature of the services is to provide an Independent Commissioning and Validation Service (ICVS) ensuring that PHE Science Hub facilities are fully operational, compliant, licensable and safe for PHE staff to carry out their duties. It is envisaged that these services will be primarily required for refurbishment works to SC1 and the new build Science Building H50. Additionally these services will be required for other facilities where life safety systems are included or where there are key points of integration e.g. fire and security. The provider will be required to support the Programme during the RIBA cycle, from RIBA stage 2 through to stage 6 which is anticipated to be completed in quarter one of 2025. The ICVS will be critical in ensuring the completion and operation of the site.
