Tender description
North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England North (Lancashire and South Cumbria) (the Contracting Authority). This tender opportunity is for the provision of a Diabetic Eye Screening Programme (DESP) in Lancashire (excluding West Lancashire CCG footprint). Tender documents will be available on PROACTIS from 12:00 on 20.11.2017 and the closing date for tender returns is 12:00 noon on 12.1.2018. The aim of the service is to reduce the risk of sight loss amongst people with diabetes by the prompt identification and effective treatment if necessary of sight threatening diabetic retinopathy, at the appropriate stage during the disease process. This will be achieved by delivering evidence-based, and population-based screening programmes that: — identify the eligible population and ensure effective delivery with maximum coverage; — are safe, effective, of a high quality, externally and independently monitored, and quality assured; — lead to earlier detection, appropriate referral, effective treatment and improved outcomes; — are delivered and supported by suitably trained, competent, and qualified, clinical and non-clinical staff who, where relevant, participate in recognised on-going Continuing Medical Education (CME), Continuous Professional Development (CPD), and Quality Assurance (QA) schemes; and — have audit embedded in the service. The contract term will be for an initial period of 3 years with the option to extend the contract by a further 2 years at the discretion of the Contracting Authority and subject to satisfactory contractual and financial performance. The financial thresholds for this procurement is calculated at a maximum cost of 29 GBP (excluding CQUIN) per screen based upon indicative activity at 85 % of the eligible population for each year and Slit Lamp Biomicrography at 38 GBP (excluding CQUIN)per screen. Total 5 year contract value inclusive of CQUIN 13 334 970 GBP.
