Why the Work is Being Done The Data Quality services require ongoing DevOps support to ensure that the services being provided to users continue to operate and meet their availability and security requirements. Problem to Be Solved The Data Quality services deal with a significant amount of data and requires ongoing DevOps support. The Home Office has determined that it requires a supplier to provide this DevOps support, with a view to bringing this support in-house in the future. The DevOps service is to ensure that the services are available to users during their standard working hours. Who Are the Users As a user from Border Force I need to know that the quality of data provided is fit for purpose so that I can report effectively to the senior stakeholders. As a user of the system I need these reports to be available during core hours and information must be up to date after out of hours processing. Early Market Engagement None. Work Already Done The service has been running for over two years and is in the process of completing a migration from a private data centre to public cloud. There is ongoing development work across all the Data Quality services. Existing Team Working with Border Force to provide Data Quality services on passenger information and preparing to move to a true DevOps environment as part of the BAU need. Current Phase Live Work Location Bedfont Lakes and other Home Office sites as required Working Arrangments The supplier is expected to construct a DevOps team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. In general we would expect resources to be on site 5 days a week. Occasional travel to regional sites may be required, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this project. Additional T&Cs Standard DOS terms and conditions.• The contract will be progressed by a number of SoWs which may be fixed priced or T&M as appropriate. Skills & Experience Experience of managing environments in AWS Experience of providing DevOps services Experience of running service management Experience of managing data processing systems to meet Government security requirements Experience of using Terraform to manage Infrastructure-as-Code Experience of maintaining documentation about the environment being managed Experience of monitoring and optimising resource utilisation in AWS Experience of integrating external multiple data feeds and optimising data processing pipelines Experience of deploying services using Docker and Kubernetes Experience of developing and deploying Greenplum DB, Tableau, NodeJS applications and Python applications Nice to Haves Experience of using Drone for CI/CD Experience of cross-account VPC peering in AWS Experience of building Amazon Machine Images (AMI) with HashiCorp Packer Experience of managing and optimising Greenplum and WhereScape RED data pipelines No. of Suppliers to Evaluate 3 Proposal Criteria Approach and methodology Technical skills and experience Service model Mobilisation plan A plan for optimising resources Identification of risks and dependencies Cultural Fit Criteria Ability to function effectively and collaborate in a multi-supplier environment Working successfully in complex public sector organisations Approach to proactive issue management, problem resolution and improving ways of working Payment Approach Time and materials Assessment Method Written proposal Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers Budget range
