Conversion of Adobe Flash E-Learning to HTML5

Summary of the work The requirement for this work is to have a multi-disciplinary team to convert 18 existing Adobe Flash SCORM 1.2 compliant e-learning products into HTML5/CSS responsive format that continues to support full SCORM 1.2 tracking. Expected Contract Length Till end of March 2018 Latest start date Monday 1 January 2018 Budget Range Fixed Price Proposal Shortlisted companies shall be invited to a Q&A session where further details shall be available to help put the fixed price proposal together. Why the Work is Being Done As Adobe Flash is being phased out, the College of Policing requires some of its national e-learning products to be converted into fully responsive HTML5/CSS web pages that will be accessed on a variety of devices across all forces. We require an experienced team to work with us to convert key e-learning courses. This work must be completed by 31 March 2018. Problem to Be Solved To re-purpose legacy Flash e-learning products into web-enabled responsive HTML5/CSS products. The work needs to demonstrate excellent UX design, and all code needs to be fully commented and meet recognised standards to enable future in-house maintenance work. Who Are the Users All users of the national learning platform should be able to access content using multiple browsers and devices that are nowadays keeping up to date with modern day technologies. As a result, Adobe Flash being a phased out technology requires conversation to supported formats so that learning for all users of the national learning platform can continue. These courses vary in size and are currently multi-page. Supported browsers have been identified as being IE10+, IE Edge, latest versions of Google Chrome and Mozilla Firefox, Safari, along with main mobile and tablet browsers on both iOS and Android. Existing Team The current production team includes: Production Manager, Producers, Developers, Designers, Instructional Designers, Testers, Delivery Manager and Project Support Officer within the College of Policing Digital Services team. Current Phase Not applicable Skills & Experience • Proven extensive experience of converting Adobe Flash-based content to responsive HTML5 web pages • Have extensive experience in creating SCORM 1.2 compliant e-learning • Have extensive experience creating responsive design • Thorough working knowledge and understanding of HTML5, CSS and JavaScript • Excellent understanding and skills in UX design and development • Proven understanding of accessibility issues relevant to online design, ensuring WCAG 2.0 AA is met as minimum • Good knowledge and experience developing single and multi-page applications • Strong experience of applying branding guidelines and style guide • Ability to self-test and quality assure their own work • Good communication skills Nice to Haves Understanding of College of Policing digital products and services Work Location The project team is based in Old Queen Street, London, and the supplier will be expected to attend regular meetings and sometimes work at this location. Working Arrangments Full-Time, Monday to Friday, 36 Hours per week - Flexible Working Patterns allowed. Any travel expenses will be reimbursed in line with the College of Policing travel and subsistence policy if attending meetings off site. Security Clearance Minimum NPPV2 - valid and current. SC Clearance alone is not accepted. Due to the timeframe of the project we shall not be taking individuals through clearance or wait after contract award for individuals to be cleared. Additional T&Cs The College of Policing will retain full IPR on all products produced, including all source code. If source code is provided in minified format, non-minified versions will also be supplied. The ITT states "Minimum NPPV2 - valid and current. SC Clearance alone is not accepted. Due to the timeframe of the project we shall not be taking individuals through clearance or wait after contract award for individuals to be cleared". This would appear to be in contravention of government procurement rules. Can the Authority please confirm the above statement? We can confirm that this is the case. Due to the close proximity of the start date we need individuals to be cleared to NPPV2 beforehand. Current backlogs on force vetting clearance means it's taking on average 8 weeks to clear new applicants and we don't have the luxury of waiting that long. 2. The ITT states "Minimum NPPV2 - valid and current. SC Clearance alone is not accepted. Due to the timeframe of the project we shall not be taking individuals through clearance or wait after contract award for individuals to be cleared". Can the Authority confirm if DV clearance is acceptable? No, due to the nature of the work and the fact that the assets are classed as police data we must have police vetting NPPV2 or NPPV3. 3. Is pre-approved security clearance an absolute must-have? If we could commit to turning the project around in 8 weeks, could you work with us to gain the required clearance for our team? Due to the close proximity of the start date we need individuals to be cleared to NPPV2 beforehand. Current backlogs on force vetting clearance means it's taking on average 8 weeks to clear new applicants and we don't have the luxury of waiting that long. 4. Is NPPV2 pre-clearance required by all personnel that will work on the project? Including management etc. Or is this restricted to those that will be physically working on the conversion process with the content assets? NPPV2 clearance will be required for those personnel that will be in contact with the source code and/or assets. 5. In order to understand the metrics of course materials and reproduce the content in an alternate format, would the source code for the original Flash based courses be available to us on contract award? This might include (but not limited to) videos, images or original flash timelines and source code. Source code, where present, can be made available as required. 6. What is the approximate learning time per course or for the total 18 courses? Or number of screens/words? Some way to estimate the volume of work.
