Why the Work is Being Done To provide Delivery support (resources suitable to ensure the expected outcomes) to the Crown Servant programme team running the Network GC Implementation Plan programme. GC Implementation programme will manage the transition and migration of services from the DFTS contract onto the new Global Connectivity contract managed by Fujitsu. The Implementation plan covers 3 areas; Service Implementation, Migration of site (UK and Overseas) and DFTS Exit. Problem to Be Solved Global Connectivity has insufficient numbers of Suitably Qualified and Experienced Personnel (SQEP) to scope, define and migrate replacement services as well as to continue to progress and manage in flight activities. There is no access to functional specialists and knowledge not available ‘in-house’. Who Are the Users The GC Programme will deliver, an improved C4ISR capability and user experience that meets the needs of the operational Forces. It will provide access to coherent, assured Information and Communication Services (ICS), regardless of the individuals location, that maximise mission effectiveness across the full spectrum of military operations and with allies and partners’. Early Market Engagement Work Already Done The programme is 2 years into a 5 year contract. The primary workstreams are: • Service Implementation & Change – 8 services have need transitioned including LAN and WAN. The only outstanding service to be transitioned is Boundary Protection Services (BPS) due within the next few months. • Migration - currently in the middle of the WAN migration to UK and Overseas sites. • Above Secret – service transitioned and being migrated. • DFTS – management of migration activities and service closures. Existing Team The current core team comprise a mix of civil servants and contractors totalling 69 people. At 69 the team is already under resourced. Functionally, the Crown Servants resources available consist of project management, commercial and financial skillsets. There is also specialist support provided through a number of different areas within ISS not included in the core team count. Current Phase Live Work Location MoD Corsham Westwells Road Corsham Wiltshire SN13 9NR Working Arrangments GC Programme Team is based in Corsham, Wiltshire. The bidder will be expected to deploy staff on site and be available during core business hours Monday through Friday. Access to MoD systems will be provided and other productive assets may be utilised if they meet MOD security and can obtain the required documentation. There may be requirement for travel to other locations within the UK and Overseas based on tasking but these will be limited and T&S provision has been made to a value not exceeding £50K Security Clearance SC must be in place prior to contract commencing due to nature of projects. SC status must be valid for duration of contract. DV required for individuals delivering the systems engineering outcomes. No BPSS or Disclosure Scotland. The Authority will NOT sponsor Clearance. Individuals should be single UK nationality only. Additional T&Cs Security Aspects Letter available on request. No Personal Laptops. Resources Scaling: Proven resources scaling, to enable new resources to arrive on tasks with the requisite skills, experience and project levels. Coherence: How the DP will help the MoD to ensure outputs are coherent and integrated at both the workstream and project levels. Engagement Governance & Reporting: Demonstrate how the bidder proposes to manage the governance & reporting of the DP engagement with the team. Sustainment: An articulation of credible mechanism and measure for how the DP will ensure Knowledge Transfer and development of the MoD team for the duration of the contract.
