Summary of the work Agresso ERP Support and ITIL Transformation Programme Management capability. Prioritisation will be stabilisation and improvement of the Agresso support organisation. Following stabilisation; definition, design, control and phased development requirements to enable the implementation of the Council’s major business systems into a single ITIL based management, development and support framework. Specialist role Programme manager Expected Contract Length circa.18 months - latest end date 31st March 2019 Latest start date Monday 13 November 2017 Maximum Day Rate £750 excludes VAT, travel and expenses Early Market Engagement n/a Who Speclialist Work With Agresso Support Team members, Project Manager(s), Business Analysts, ICT Team (most disciplines), Business SMEs, external suppliers Steering Group - Senior stakeholders / representatives from all Directorates / Council functions What Specialists Work On • Stabilisation of Agresso operational support services, functions, processes & people following establishment of initial support structure • Enhancement / improvement of Agresso operational support structure and services addressing requirements • Enabling underpinning support capability including re-alignment of support & maintenance contracts and other identified outcomes as required by 'in-flight' Agresso M4/M6 upgrade • Once Agresso support structure is stabilised, a further programme of work is required to define, deliver and manage the integration of the current disparate service and support functions of all of the Council’s major business systems into a single ITIL based management, development and support framework. Skills & Experience • Understanding and experience of building, managing and delivering supporting services and transiution to these services for complex back office systems, ERP and/or Agresso Finance and HR and Payroll solutions • Prince2 Practitioner and/or MSP • Certification in ITIL – Minimum v2.0 Mgrs. Certificate in ITSM (Service & Support Management) or equivalent V3 • Extensive experience in a Public Sector environment, particularly Local Government • Programme Management experience in high value / complex / ICT programmes of work with particular focus on 'transformational' programmes of work • Excellent and demonstrable communication and high level engagement skills (engagement at executive level) • Evidence of delivering at scale Nice to Haves Change Management experience as aligned to transformational programmes of work Work Location Oldham - located at the Council offices in the centre of Oldham although some activities may be required at outlying offices across the Borough. In the event of travel to sites or locations outside of the Borough required as a conseqence of Programme activites these must be agreed with the council and will be expensed. Working Arrangments It is expected that the Programme Manager will typically be required to be on site 4 days per week. Home working is permitted for 1 day per week but will be subject to the requirements of the Programme and therefore priorities may arise which dictate 5 days per week on site.
