Summary of the work The FCA is growing its Advanced analytics and data science capability to take on multiple projects across the organisation. Such projects could target improved operational efficiency and process automation, enhanced understanding of firms and markets, and/or better risk identification (through exploitation of varied data sets and analytics techniques). Specialist role Developer Expected Contract Length 3 months Latest start date Tuesday 2 January 2018 Maximum Day Rate £400 (inc VAT) Who Speclialist Work With As part of our Data Strategy the FCA is increasing its advanced analytics capability. The new RegTech and Advanced Analytics Department (RAA) will lead the development of organisation-wide capability to support a more analytics-led regulatory approach What Specialists Work On "We are seeking data science capability to bring capacity, skills and knowledge to deliver the following outcomes: - Complete 3-4 different Analytics projects during the timeframe (including multiple projects at once) - Build credibility and demonstrate the value of analytics to a range of FCA stakeholders through outputs and communication skills - Integrate resources so they work effectively as part of the FCA's RAA department with FCA involvement in performance management - Provided key technical skills required by the FCA team with the ability to upskill project resources to meet specific /new skill demands" Skills & Experience • Have experience and/or Accredited training in R or Python • Have experience and/or Accredited training in SQL • Have experience and/or Accredited training in VBA • Have experience and/or Accredited training in Graphing e.g. Neo 4J • Have experience and/or Accredited training in Presentation skills • Have experience and/or Accredited training in Visualisation, Spotfire or Tableau • Have experience and/or Accredited training in Communication skills • Have experience of fully integrating into an existing client team • Experience and/or Accredited training in supervised Data science methods (e.g. stepwise, forward stagewise, LASSO, random forest, support vector machine, bagging etc.) and unsupervised methods • Experience and/or Accredited training in unsupervised Data science methods (e.g. clustering techniques, k-nearest-neighbour methods) Nice to Haves The indivdual should assist with ongoing training and development for all project resources which is re-active to specific project needs through knowledge sharing and their own experience Work Location London, Canary Wharf Working Arrangments "We expect the team to work at the FCA's offices in Canary Wharf 5 days a week between 9am and 5pm. They will join the RegTech and Advanced Analytics department (created in October 2017 comprised of FCA Resource, External Academics and third party suppliers). Expenses should be included in the Supplier's price submission and will not be paid separately" Security Clearance A declaration of all unspent criminal convictions with a lawfully appointed disclosure authority. A check on the financial history of the individual using reputable services. Confirmation of the individual’s identity, current address and right to work in the UK. Verification of employment/academic references covering a minimum of 3 years." Will this role fall within IR35? The intermediaries legislation doesn't apply to this engagement 2. Sorry £400 pay is way too low for this type of skill set. Total budget should be £550-£600, would this be possible to increase to this level? No 3. Could you confirm what, if any, clearance is required for this specialist? 1 A declaration of all unspent criminal convictions as defined in the Rehabilitation of Offenders Act 1974 and verification of the accuracy of the declaration with a lawfully appointed disclosure authority e.g. Disclosure Scotland or the CRB.2 A check on the financial history of the individual using reputable services such as Experian or Equifax.3 Confirmation of the individual’s identity, current address and right to work in the UK.4 Verification of employment or academic references covering the last five years or a lesser period as appropriate in the individual’s circumstances but covering a minimum of 3 years. 4. Could you confirm if you deem this role inside or outside IR25 please? We assume you mean IR35, if so please see previous answer. 5. How quickly do you expect to review applications post closing date? This is a very fierce market and we expect good candidates to be snapped up quickly. The FCA is expecting to review, assess and communicate a decision by the end of November. 6. What is the lead time for feedback once the application is submitted? Hope to provide feedback by the end of November 7. Any chances of change in start date as the latest date mentioned is Tuesday 2 January 2018 Some flex but no later than mid Jan 8. What are the other expenses which will be paid? The FCA does not pay expenses unless in exceptional circumstances and only in line with the FCA's expenses policy. You should include any allowances you offer your staff within your pricing submission. 9. Any specific format(pdf,doc) in which CVs to be sent later? No set format for CVs 10. Is occasional remote working allowed? Occasional yes 11. Is there any travel involved in this role and will the travel expenses be paid? The roles will be based on site in the FCA's offices here at Canary Wharf or at Stratford should the contract be extended beyond the 3 month term (the FCA is due to move to the Stratford International Quarter in 2018 expected to be around March/April time). No travel within the working day or between sites is expected and therefore travel expenses will not be required. 12. Is the rate inclusive or exclusive of VAT? Inclusive of VAT 13. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role? As long as the individual has the right to work in the UK for the duration of the Contract they will be considered.
