Tender description

The Police and Crime Commissioner (PCC) for Nottinghamshire is seeking to commission a provider or consortium of providers to deliver a city and county-wide specialist ISVA (Independent Sexual Violence Adviser) support service for victims and survivors of sexual violence and abuse. The aim of the ISVA service is to enable victims and survivors to cope with the effects of the crime they have experienced and recover from the harm caused. It will support children who have been sexually abused and their families as well as adult victims and survivors. The ISVA service will include specific dedicated provision for victims and survivors of non-recent childhood sexual abuse which happened whilst in institutional care. The service will ensure victims and survivors have an identical offer of support no matter where they live in the city or county. The service should: — identify the needs of victims and survivors through individual risk assessment, needs assessment and support plans ( tailored to each individual); — provide impartial and non-judgemental information and other practical and emotional help to enable victims and survivors to make informed choices; — provide advocacy to victims and survivors in accessing help from other services; — fully support victims and survivors through any criminal or civil justice proceedings to enable a positive outcome; — empower victims and survivors to cope and recover from the crimes committed against them; — deliver a fully diverse, accessible and gender-sensitive service informed by a strong understanding of Nottinghamshire's communities. The provider, or consortium of providers, must demonstrate: — in depth insight and understanding into the needs of sexual violence victims and survivors (adults and children); — significant experience in enabling victims and survivors' positive outcomes; — a detailed understanding of the local, regional and national services required and available to support victims and survivors; — an ability to work pro-actively within a multi-agency setting to support adult and children victims and survivors within and outside of the criminal justice system. The PCC seeks to understand the potential interest from the provider community and would appreciate your organisation expressing an interest by 30.11.2017. The contract will be for 2 years with the option to extend for an additional 1 plus 1 year. The expected service commencement date is 1.7.2018. It is envisaged that TUPE will apply to the contract.
