Tender description

A comprehensive externally hosted web based MIS and enrolment system which is compatible with the Skills Funding Agency financial reporting tools. LBB wishes to commission a comprehensive externally hosted web based MIS and enrolment system which is compatible with the Skills Funding Agency financial reporting tools. To provide a database structure and management information system that enables the recording of all learner activity in an ESFA funded adult education setting whilst meeting the reporting requirements of the external funding agencies and OFSTED. To provide ongoing support to users based at The Kentwood Centre, Kingsdale Road, Penge, SE20 7PR and the Poverest Centre, Poverest Road, Orpington, Kent, BR5 2DQ. To maintain and update the MIS in accordance with most up to date ESFA rule and guidelines. Please refer to the Service specification for further details. Evaluation of the tender will be based on the CIPFA standing guide to the commissioning of local authority work and services tender evaluation model and in full compliance with EU Directives, the Council's Contract Procedure Rules and in accordance with the stated criteria. Tenderers should note that the evaluation of the above criteria for Quality issues. will also include the operation of minimum score thresholds. If the Tenderer's proposal receives a score below the required threshold then the bid may not be considered further. (The minimum acceptable score is a requirement to obtain at least half of the available points in any particular area).
