Tender description
Croydon Council has established a Framework Agreement for the delivery of inpatient/residential and structured day programme treatment for substance misuse. The framework consist of 6 lots: — Lot 1 — Medically Assisted Inpatient Detoxification — Planned. — Lot 2 — Medically Assisted Inpatient Detoxification — Urgent, Crisis, Stabilisation. — Lot 3 — Residential and Quasi- Residential Rehabilitation. — Lot 4 — Specialist Residential Rehabilitation. — Lot 5 — Medically Assisted Inpatient Detoxification and Residential Rehabilitation at the same Location. — Lot 6 — Structured Day Programme, within one hour's travel from Croydon. The Services shall be delivered in line with Service Specification. It is envisaged the Framework would commence on 1 December 2017, the initial term of the framework is two (2) years with the option to extend up to two (2) further years. Planned Detoxification from drugs / alcohol with a clinical need to be managed in an inpatient setting which is within 1.5 hour's travel from Croydon. Ranging from low threshold needs to medium threshold complex needs including alcohol, heroin, methadone, buprenorphine, benzodiazepines, GBL. Up to 4 of the highest scoring Providers following tender evaluations based on the declared award criteria, would be appointed onto this Lot. High threshold complex needs. For those with a clinical need to be managed in an inpatient setting, which should be within 1.5 hour's travel from London Borough of Croydon. Including alcohol, heroin, methadone, buprenorphine, benzodiazepines, GBL. Up to 4 of the highest scoring Providers, following tender evaluations based on the declared award criteria, would be appointed onto this lot. To provide a residential rehabilitation programme to substance misusers who fulfil the criteria and have been agreed through a panel process as eligible for a funded after-care package. All programmes are abstinence based and provide structured programmes which support service users to return to the community with good coping mechanisms and the ability to function independently. Up to 10 of the highest scoring Providers, following tender evaluations based on the declared award criteria, would be appointed onto this lot. These programmes provide support for more complex and specialist needs of service users, such as dual diagnosis, women or young people in need of residential interventions. Up to 6 of the highest scoring Providers, following tender evaluations based on the declared award criteria would be appointed onto this lot. To provide a combined detoxification and residential rehabilitation service for substance misusers who fulfil the criteria and have been agreed through a panel process as eligible for a funded care package. Up to 10 of the highest scoring Providers, following tender evaluations based on the declared award criteria, would be appointed onto this lot. Within one hour's travel from Croydon. This lot covers structured abstinent day programmes, focusing on addictive behaviours, lapse and relapse prevention. Programmes support the re-integration of service users and assisting in accessing education, training and employment. Up to 6 of the highest scoring Providers, following tender evaluations based on the declared award criteria, would be appointed onto this lot.
