Summary of the work Supporting service manager ensuring outputs of Washington workstreams remain aligned to service vision. Consider options for future home of service developing transition plan to support transition service to its 'home'. Support development delivery of service blueprint to articulate MVS. Support development creation of service vision to inform beta service assessment Specialist role Programme manager Expected Contract Length 23/01/2019 Latest start date Monday 27 November 2017 Who Speclialist Work With You will be working in a mixed civil servant/supplier team, alongside a senior user researcher and technical architect as well as policy civil servants. You will also be working with a delivery team, based in Washington, Tyne and Wear, which is delivering digital products. What Specialists Work On The overseas healthcare service allows UK citizens to use State provided healthcare in the European Economic Area (EEA) countries and Switzerland. It also allows insured EEA citizens to access the NHS in the UK. The categories of people covered are insured State Pensioners, recipients of exportable social security benefits, posted workers, citizens who require planned treatment and temporary visitors. The programme is a redesign of the service. Skills & Experience • Understanding and experience of building, managing and delivering supporting services and transition to these services. • Extensive experience in a Public Sector environment. • Excellent and demonstrable communication and high level engagement skills. • Change Management experience as aligned to transformational programmes of wor • Knowledge of GDS Service Assessments and helping teams prepare for and execute a service assessment • Experience of writing programme business cases and assisting teams in prpearing for spend controls • Experience of supporting teams to run procurement exercises on Digital Marketplace. Work Location 39 Victoria Street, London, SW1H 0EU Working Arrangments Largely based in London , colocated with the service manager and programme team, to ensure that transformation reflects strategic policy concerns. Regular travel to Washington to work with suppliers based there. Expenses limited to travel and accommodation with a cap of £600 per month. Is the maximum expected term of the contract correct The maximum term should read 23/01/2018 NOT 23/01/2019 2. Will this role fall within IR35? The framework guidance states the following and the Department would conduct these checks with the succesful supplier, but expects it to be the case in advance;"If you need a digital specialistYou can only use the Digital Outcomes and Specialists framework for workers who meet the rules for working off-payroll (known as ‘outside IR35’). As per the legislation, IR35 status needs to determined by the end client and not by agency. Inview of which please could you advise if this role falls Inside / outside of IR35. The guidance on IR35 States;"Public authorities are responsible for deciding if off-payroll working rules apply in the public sector.The person providing services through their own intermediary will need to provide information to the public authority to help them make their decision."To reiterate the previous answer, we beleive that this role falls outside IR35. 4.
