Tender description
North East Essex Clinical Commissioning Group (The CCG) is challenged financially, and by the demographics of a growing elderly population within an urgent care system which is currently fragmented, difficult for patients to navigate, open to duplication and facing increasing demand. The CCG has made the decision that working with an Alliance of providers will be the best solution to provide an affordable, sustainable and fully integrated Urgent Treatment Service to support the developing Primary Care hubs in North East Essex. Commissioners and providers will work collaboratively to ensure delivery of the Alliance objectives and the standards and outcomes of the Urgent treatment Service. The Alliance will be underpinned by an overarching Alliance agreement, which the partners will agree, to align clinical and financial drivers. The Alliance Contract is intended to run for 7 years commencing on the 1.4.2019.There is an option to extend the contract for 24 months. An advert commencing Market Engagement was published by the CCG on the Contracts Finder website in early August 2017, and engagement with the market has been fully underway since then. The CCG intends to work with existing providers of the integral elements of the new model, as well as other supporting partners. The CCG believes that the existing providers and supporting partners are uniquely placed to deliver the specifications and vision of the National, Sustainability and Transformation Partnerships (STP) and CCG urgent care strategies. The purpose of this PIN is to invite interested providers who are willing to make the commitment to collaboration in an alliance way of working, and who believe they have the necessary experience in multi-disciplinary integrated care; willing to work with other statutory providers; willing to work with the current providers and capable of financially holding and managing the scale of risk through a degree of income risk share to express an interest by completing and uploading an expression of interest form by the submission deadline. This PIN is not commencing a competitive process, but does not exclude new entrants to the Alliance or the possibility of future procurement. The CCG is not liable for any costs incurred by those expressing an interest in this process. To achieve this vision, the current Services that are subject of this notice include: — Walk–in-centre Primary care activity (Colchester) — Minor injuries service activity (Clacton and Harwich) — A & E Minor activity (Colchester Hospital University Foundation Trust) — GP Extended Hours In accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, the services covered by the arrangement may change and expand as the partnerships develop through an Alliance agreement. Examples of areas that could be considered by the Alliance for future delivery include further A & E activity, GP streamer, and Primary Care local enhanced service for extended access. The CCG will continue to engage with stakeholders as appropriate throughout the development of the Alliance.
