Tender description

The Purpose of this PIN is to invite contractors to attend supplier engagement events, see further details under ‘VI.3. Additional information’ of the PIN. The purpose of this PIN is also to give advance notice that Northumberland County Council will be seeking tenders from suitably qualified organisations with the intention of creating a mixed model of a framework and some minimum volume contracts in order to develop housing and support services for vulnerable young people aged 16 — 25. Whilst the overall aim is to prevent youth homelessness and a planned pathway to independent living, there is a specific focus on 16-21 year old care leavers and those who meet Local Authority housing thresholds. Contractors should be working towards developing or sustaining a young person's capacity to live independently within the community and avoid unnecessary use of more intensive forms of care and support. It is anticipated that Lot 1 will include the following requirements: Lot 1 — Supported Lodgings: This will provide eligible young people with a room in a home environment and the support and guidance of an adult or adults living there. It is anticipated that Lot 2 will include the following requirements: Lot 2 — Group Accommodation: This will provide accommodation and support for eligible young people who are at significant risk or who are homeless. The service will provide intensive support to prepare the Young Person for independent living and to access education and training. The level of support would be based on assessed need but the expected minimum would be 5 Hours per day with overnight support available across the group setting. It is anticipated that Lot 3 will include the following requirements: Lot 3 — Single Occupancy Accommodation for Young People at Risk: Single occupancy accommodation is required for eligible young people at risk in all areas of Northumberland. There will be different levels of support offered depending upon the needs of the individual young person and whether this is categorised as not applicable, low, medium or high. It is anticipated that Lot 4 will include the following requirements: Lot 4 — Floating Support: The ability to purchase additional floating support on an hourly basis to meet the needs of young people in single occupancy accommodation is required. This support may be offered to supplement lot 3 or it may be purchased on a stand alone basis to support young people residing in properties owned or rented by NCC or by a third party.
