Tender description
Procurement of a Commercial Off The Shelf (COTS) Cockpit Situational Awareness Tool(CSAT) System for UK Military Helicopters. This procurement will cover the acquisition and support for the system. This system shall comprise of Portable Electronic Device and mission planning hardware/software and shall be operated by aircrew (note;not integrated into the aircraft) and will use approved MOD data, referenced by GPS. The product required must: a) Be capable of receiving foundation Geospatial Intelligence (GOEINT) MOD data, b) Provide optimised battery life, c) Be capable of effective operation in flight by aircrew, d) Be available as a trial model at least Technical Readiness Level 7* for aircraft evaluation (Ground and Flight) to support risk reduction of wire strike and vertical obstacles collision avoidance, e) Provide a data validation function. *Technical Readiness Level 7 is defined by the European Commissions as "System Prototype demonstration in operational environment. The Authority has a requirement to place a Contract for the configuration and supply of a CSAT system comprising of up to quantity 300 (Three Hundred) Portable Electronic Devices, up to 100 (One Hundred) base stations, software and associated peripherals in support of UK Military Helicopter Fleet. The requirement also includes the Training and a Integrated Logistic Support package for the CSAT System which will include the following elements: — Repair, Maintenance and modification of CSAT system hardware and software, — Training package/s to instruct User Units to use the CSAT System and carry out basic checks, inspections and minor servicing, — Provide routine data and software updates in line with the MOD update cycle. Interested companies are required to complete a Selection Questionnaire (SQ) to provide the Authority with information to evaluate the company's capacities and capabilities against the selection criteria stated in this Notice. The deadline for completion of the SQ is 18.12.2017 at 17:00 The Authority will use the SQ response to create a shortlist of tenderers who: a) are eligible to participate; b) fulfil any minimum economic, financial, professional and technical standards; and c) best meet in terms of capacity and capability the selection criteria set out. In accordance with Regulation 53 to PCR 2015 the draft Invitation to Tender (ITT) documents have been made available within the Supporting Documents Section of this Notice. Please note that the ITT documents are for information purposes only at this stage and for the avoidance of doubt, not for completion. They may be subject to change prior to formal issue and only those companies who are deemed successful following a SQ application will be invited to tender at a later date. At the ITT stage, invited companies will be requested to submit tendered solutions that fully meet the published Statement of Requirement and Systems Requirement Document. Tenderers who are deemed compliant against the ITT scoring criteria and who are not fundamentally non compliant against the Statement of Requirement and Systems Requirement Document will be required to provide equipment to support a flight trial to demonstrate to the Authority that their tendered equipment is fully compliant with the criteria.
