Why the Work is Being Done To minimise risk to MODNET and ISS outcomes and benefits through the effective and timely delivery of the following outputs: (1) Strategies, processes, plans and reports to set, direct, deliver and support cross-functional technical change across the various security, operational and geographic domains of NSoIT and IUS; (2) Strategies, plans, processes and reports that ensure technical assurance across NSoIT/IUS and ISS activity to protect and develop ISS network performance and security assurance and, (3) Strategies, plans, processes and reports to establish revised ISS processes and methods aligned with the introduction of NSoIT/IUS and future plans. Problem to Be Solved To Deliver NSoIT and IUS to Performance, Time and Cost estimates in a sustainable manner and with minimum disruption to Defence business and outputs. Who Are the Users Users are cross Defence. They need the provision of capable, timely and VFM ICT in support of Defence Business and Operational outputs. Early Market Engagement Work Already Done Some outputs are already under development across NSoIT and ISS but others have yet to be addressed. Existing Team The NSoIT team comprise a mix of Military, Civilian and Contractor staff working across all aspects of NSoIT and IUS planning, preparation, delivery and in-service management. Current Phase Live Work Location There is no single fixed location for the delivery of the contracted outputs. Tasks will be managed out of MoD Corsham and this will require regular attendance at that site, delivery may also require regular and frequent attendance across a wide range of MoD and Supplier sites dependant on the suppliers solution. Working Arrangments Working location and hours are to be by agreement with the individuals immediate reporting officer and governed by the deliverables required. The contactor(s) will report to ISS Dev NSoIT – Hd through ISS Dev NSoIT PlatDel4. Security Clearance DV Clearance must be in place prior to the contract starting due to the information the individual will be required to work with.The Authority WILL NOT sponsor DV Clearance and the clearance must remain valid for the duration of the contract. Additional T&Cs We aim to get feedback to you within ONE week of the advert closing. The Authority WILL NOT sponsor DV Clearance, it must be in place and remain valid for the duration of the contract. Candidates who make the shortlist will be asked to provide a Work History, a template will be issued for this. Only T&S will be paid (based on receipted actuals), no other expenses are permitted. Suppliers must use the Authorities Purchase to Payment Tool called CP&F or be prepared to sign up to the tool. Skills & Experience A deep technical understanding of network requirements, designs, specifications, configurations, and operations and defence, across: networks; gateways protection devices, UADs and supporting infrastructure, including equipment housing and power. (30%) A deep technical understanding of network considerations regarding interoperability, usability, supportability, capacity, resilience (including business continuity), change management (including testing and acceptance) and performance analysis and optimisation. (20%) Recent (within 3 years) experience within a complex ICT Service Management Framework, including execution of projects/tasks through effective and efficient engagement in cross-domain processes and practices. (25%) A deep understanding of Industry ‘Best-Practice’ for electrical certification including: technical and procedural requirements (including testing and remediation), generic designs and specifications and record management (including tooling).
