Tender description

Provision of technical consultancy services in connection with ongoing waste operations, and also in specific relation to the successful implementation of the North London Heat and Power Project (NLHPP). The contract is divided into 2 lots: Lot 1: Thermal solutions consultancy services. The successful adviser will provide advice and support on all Technical Thermal aspects. Lot 2: Waste and engineering solutions consultancy services. The successful adviser will provide advice and support on all technical aspects other than those relating to thermal technology. Details of the service requirements are in the scope of services, which is available as Appendix 1 of the Invitation to Tender, which is available at in-tendhost.co.uk/nlwa. Provision of thermal solutions consultancy services in connection with ongoing waste operations, and also in specific relation to the successful implementation of the North London Heat and Power Project (NLHPP). Successful adviser must work in partnership with the Authority throughout the development of the NLHPP. This will require the successful adviser to have a detailed understanding of the project and its objectives and ensure that all activities are in line with ensuring the successful delivery, look, feel, outcomes, and performance of the NLHPP as set out within the North London Heat and Power Generating Station Order 2017 and associated documentation. The successful adviser is expected to advise and support on all technical thermal aspects of the Authority's NLHPP in the procurement stage, the construction stage and the implementation stage. In addition, they should have the ability to advise on the existing energy from waste facility at the Edmonton EcoPark and any actions required or desirable to extend its operational life in line with the required programme. The successful adviser should demonstrate that they are able to provide suitably qualified and experienced secondees to supplement the Authority's internal project team as necessary. Such arrangements may be required on a short term or long term basis.
