SOFT MARKET TESTING QUESTIONNAIRE - Care & Support within Extra Care Housing provision

Following endorsement of the Liverpool City Region (LCR) Devolution Agreement in June 2015, health and social care leaders across the region were tasked with exploring the potential for greater collaboration and/or potential devolution of health and social care. As part of this agreement Knowsley Metropolitan Borough Council (KMBC), Liverpool City Council (LCC) and Sefton Metropolitan Borough Council (SMBC) have developed a programme of collaborative work to minimise the impact of demographic and fiscal pressures on already strained Local Authority budgets. With an ageing population; an increase in demand for services; and decreasing budgets each Authority has identified a need for additional units of Extra Care Housing in the next 10 years are on in the process of developing opportunities to meet this demand. The three Authorities, known here on in as the Tripartite, are therefore looking to collaboratively commission Care and Support service for Extra Care Housing to improve outcomes for people who use services whilst also helping to better manage demand and resources. Within this Soft Market Test and Request for Information we are providing you with our current proposals for the development of Care & Support within Extra Care Housing provision, and requesting information regarding your company and your services. This information is requested as part of a soft market testing exercise in order to seek the market’s views on the development of Care & Support within Extra Care Housing provision, the capacity of the market to supply this service, and the level of interest in this proposed procurement activity.
