Planning Consultancy Support for Solar Farm Development

Halton Borough Council is seeking Planning Consultancy Support, which will be subject to ERDF approval. The provision of the planning consultancy is to support the submission of a full planning application for the 1MW Solar Farm, and will be below the OJEU threshold. The ERDF bid has been approved in principle. The outline design will need to be refined to a full design sufficient to support a planning application for a 1MW Solar Farm including details of any site levelling work, ground maintenance, construction compound, methodology for soil stripping, storage and replacement, security fencing, lighting, CCTV/site security, method of ground anchors. A condition of the European Regional Development Funding requires the Council to secure planning permission by 31st January 2018. This may be subject to change with the permission of the DCLG. Bidders are asked to make best endeavours to ensure the application is submitted by mid-January 2018 and identify any risks that may prohibit this timescale being met.
