Highway maintenance work

Tender description

The contracting authority, Telford and Wrekin Council (the ‘Council’) is seeking expressions of interest from suitably qualified and experienced organisations to enter into a contract for the provision of reactive routine and planned highways maintenance to the Affected Property as defined in the Contract. The full scope of the services covered under the Contract is further detailed in Section II.2) below, in the CPV codes and is described in more detail in the Council's descriptive document available to applicants wishing to express interest in the Contract via the portal identified above. The service is for the provision of reactive, routine and planned maintenance of highways including carriageways, foot-ways, structures, drainage including gully emptying, traffic signs and bollards, barriers, road markings, other highway capital works, highway emergency response, temporary traffic management and winter service to the Affected Property as set out in the draft contract documentation. The management and provision of the service comprises of 2 core elements: — Core Revenue Maintenance –This includes minor repairs (including carriageway and footway patching and repairs to other highway assets, routine maintenance including drainage cleansing and small patching and joint sealing), reactive structural repairs, winter maintenance (including provision of gritters, and suitable equipment to salt town centre footways, cycleways and some bridges and salt bin provision), emergency response (during normal working hours and out of hours) and severe weather events. — Core Capital Maintenance — This includes capital carriageway maintenance (including surface dressing, resurfacing and other surface treatments), footway maintenance (including surfacing treatments and paviour and brick paving maintenance), structures maintenance, drainage maintenance and traffic and road safety schemes (including non-illuminated traffic signs, bollard and road markings) and other minor highway improvements. The Council wishes to identify a service partner who will bring continuous innovation and year on year efficiencies throughout the contract period, with the flexibility to provide other highway services and functions as set out in the descriptive document, such as (but not limited to) top up highway design services and Parish Lengthsman schemes. These optional services will be at the option of the Council depending on funding and other matters. The Council may also use the contract on a de minimis basis to instruct work of the type within the core services on behalf of third parties such as Parish Council and developers. The contract value given above at II.1.5) includes the potential extension period, and an estimate of what optional services might also be instructed over the maximum 14 year term. The Council is taking a long-term highways asset management approach to gain shared efficiencies and deliver savings. Depot: a depot is available to lease for the successful contractor at no cost.
