Tender description

The London Borough of Haringey is leading on the Joint procurement of a range of Advocacy services on behalf of the London Boroughs of Barnet, Enfield and Haringey. The services will be procurement in three lots: —Lot 1 — Independent mental health Advocacy; —Lot 2 — Independent Mental Capacity Advocacy/ Deprivation of Liberty Safeguards (DoLS) Relevant person's (Paid) Representative (RPR) and Care Act Advocacy; —Lot 3 — Children's Advocacy. It is envisaged that the service will commence on 1.4.2018 and run for a period of 3 years with option to extend for 2 further periods of up to 1 year each. The estimated total value of this contract over 5 years is between 2 000 000 GBP to 2 300 000 GBP. This service will enable the London Boroughs of Barnet, Enfield and Haringey to meet their statutory duties under section 43 of the Health and Social Care Act 2012 to make arrangements to enable ‘Independent Mental Health Advocates’ to be available to support qualifying patients in accordance with section 130A of the Mental Health Act (as amended). The estimated total value of this contract over 5 years is between 750 000 GBP and 790 000 GBP. This service will provide specialist Independent Mental Capacity Advocacy (IMCA) to people identified as coming under the remit of the Mental Capacity Act 2005 and provide IMCA services in relation to the Deprivation of Liberty Safeguards as set out in the amendment to the Mental Health Act 2007, in the boroughs of Barnet, Enfield and Haringey. The service will also provide Care Act Advocacy to support people with substantial difficulty in being involved in care and support processes to participate. The service will support adults (18 years and over) and young people in transition who are referred to one of the three local authorities as needing social care and support to meet their needs. The estimated total value of this contract over 5 years is between 1 000 000 GBP and 1 285 000 GBP. The service will provide independent and confidential advocacy for any child or young person who is: — In Care including Secure Unit aged 7 years upwards. — A Care Leaver, aged 16 to 21 (Enfield must be on a pathway plan) (up to 24 if in full time education — Haringey). — Seeking asylum. — In Need. — Participating in a family group conference. — Subject to a child protection plan. This Lot covers services for Enfield and Haringey only. The estimated total value of this contract over 5 years is between 200 000 GBP and 225 000 GBP.
