Tender description

Why the Work is Being Done Defence Information Infrastructure(DII) is a secure network owned by MoD. It is used by the armed forces as well as civil servants. To minimise risk to ISS and MOD outcomes and benefits through following outcomes: (1) Manage the delivery and performance activities required to fulfil the exit obligations contained within the contract. (2) Manage DII exit activity with that of the procurement activity specifically in regards to MODNET Evolve but also more generally interacting with procurements across the portfolio. (3) Manage the agreed activities to be performed by the ATLAS Consortium in support of the successful bidders transitioning DII/MODNET services. Problem to Be Solved To deliver ISS obligations in the management of DII Exit coordinated with replacement procurements. Who Are the Users Cross Defence. To sustain capability whilst transitioning from incumbent Atlas to new suppliers. Early Market Engagement Work Already Done Some outcomes are already under development across ISS but others have yet to be addressed. Existing Team The team comprise a mix of Civilian and Contractor staff working across all aspects of planning, preparation, delivery and in-service management. Current Phase Live Work Location Tasks will be managed out of MoD Corsham and this will require regular attendance at that site but delivery is expected to require attendance across a wide range of MoD and Supplier sites. Security Clearance DV Clearance must be in place for at least one individual prior to the contract starting due to access to information relating to DII Exit. Additional T&Cs Working location and hours are to be by agreement with the immediate report and governed by the outcomes required. Skills & Experience (1) Deep understanding and experience in transitioning from and to large complex IT contracts and the construction of contracts for same. (30%) (2) Deep understanding and experience in commercial structures for interoperating Service Suppliers such as Collaboration Agreements, SLA/OLAs and incentives. (30%) (3) Demonstrable, recent experience in setting strategy Government, secure, IT Systems.(20%) (4) Recent experience within a complex ICT Service Management Framework, including the execution of projects/tasks through the effective and efficient engagement in cross-domain processes and Ways of Working. (10%) Nice to Haves (1) Senior/Board Level experience and or demonstrable experience in Senior Stakeholder engagement and management. (10%) No. of Suppliers to Evaluate 4 Proposal Criteria Proposed solution and how it meets our needs, including: output descriptions, methods, activities, schedule, required information, dependencies, risks, tools, and impact on delivery of project benefits. Cultural Fit Criteria (1) Working within a fast moving and complex ICT environment. (50%) (2) Being a team player within a mixed ability team. (25%) (3) Addressing problems with openness, honesty and transparency.
