With a growing portfolio of new housing developments with district/communal heating systems and heat metering and a vast existing communal heating portfolio potentially impacted by the Heat Network (Metering and Billing) Regulations 2014, metering and billing of heat is taking on an increasingly important role for Guinness and our customers. We have a requirement for 1) a metering and billing provider to manage the metering and billing for the supply of heat and hot water to Guinness customers; 2) A contractor to provide planned, preventative and reactive repairs and maintenance services for our heat metering systems and HIU's and 3) a consultant to provide ad hoc specialist consultancy services during the life of the contract. We have installed Guru Systems' smart payment and heat monitoring system to 351 new build dwellings with communal heating. We have one site of 267 new dwellings with Sonometer 1100's. With the exception of this site all meters operate in pay as you go mode. The supplier will be expected to manage the credit billing of this site until the meters can be changed. In addition to the billing of heat, the supplier will be expected to also manage the billing of electricity and water consumption in one scheme. The supplier will be expected to provide a metering and billing service to all properties regardless of the type of meter. New developments built during the contract period with a communal heating system, will have Guru meters installed and will be added to this contract. Dependent upon the launch of the Heat Network (Metering and Billing)Regulations 2014 feasibility tool, we may have to install heat meters to all or a proportion of our existing schemes with communal heating. The contract shall include maintenance, repair and replacement of all metering equipment that develops a fault during the contract period. The contract will also include maintenance, repair, servicing and replacement, should it be required, of Heat Interface Units’. Expert advice and support on all aspects of district/communal heating systems. Services may include: On-going support in reviewing and updating our Heat Networks Design Supplement and Commissioning Guide; Reports for improving performance of existing systems; Pilot and support rollout of interventions to improve performance of systems; Reviewing designs, planning applications and energy strategies for systems on new developments; Assisting in development of planning applications and energy strategies for new developments; Client support and expert guidance in reviewing systems at key stages in development process; Acceptance testing and system performance before acceptance of handover; On-going monitoring of system performance utilising Guru Pinpoint; Technical and economic feasibility studies and installation reports due to the Heat Regulations viability tool; Condition surveys and recommendations for existing systems; To undertake or arrange small elements of rectification work.
