North Devon Homes and its subsidiaries and group companies (together, ‘NDH’) wish to invite suitably qualified and experienced applicants to express their interest for a place on a multi-contractor framework, which is in the form of the Framework Alliance Contract published by the Association of Consultant Architects (‘FAC1’) and call-off contracts in the form of JCT Design and Build 2016, for new build works projects for NDH over the next 4 years. The value of projects to be awarded under the framework is estimated at up to 40 000 000 GBP over the 4 year term. However, NDH does not make any guarantee as to the value of works to be awarded under the Framework. North Devon Homes Limited is a registered charity, having converted in 2015 from a limited company first incorporated in 1998. It is a Registered Provider of Social Housing and is regulated by the Homes and Communities Agency. NDH manages and delivers services to over 3 100 properties in the North Devon district area and builds affordable homes to rent and buy, as well as developing homes for outright sale. All profits are reinvested back into the provision of affordable homes for people who need them in the local area. NDH is committed to the well-being of its residents and works to achieve its stated aim of ‘Working together to create communities where people want to live’. NDH has various sites which it intends to develop. NDH envisages it will require various services as further set out below and intends to appoint a number of contractors to a framework which covers these services. The framework will be available to all members of NDH (which can be found here: http://www.ndh-ltd.co.uk/who-we-are/group-structure). NDH currently envisages appointing a maximum of 4 contractors to a 4 year framework (but reserves its right to revise the maximum number of contractors — in the event that this number is revised, NDH shall update the applicants as appropriate). The framework is currently planned to commence in June 2017. Call-off is currently planned to be by a mixture of direct award and mini-competition, and is further set out in the procurement documents. The areas of work and the types of services to be covered by the framework are as follows: — Construction of new build housing projects, varying from project sizes of 8 to 200 dwellings; — Delivery of new build housing through a variety of construction methods including: – Timber Frame Construction; – Traditional Brick and Block Construction; and – Alternative Methods of Construction (including off-site construction). — Delivery of new build housing in accordance with a variety of specifications including North Devon Homes' Employer's Requirements and North Devon Homes' requirements for the delivery of Supported Housing for the following tenures: – Open Market; – Shared Ownership and Low-cost Home ownership; – Social Rent; – Or any further tenure that may lend itself to the delivery of new homes e.g. rent to buy, help to buy. The framework will run for 4 years though contracts awarded under the framework before the expiry of its term may continue past this point. The value of projects to be awarded under the Framework is estimated at up to 40 000 000 GBP over the 4 year term. However, NDH does not make any guarantee as to the value of works to be awarded under the framework. Through use of FAC-1, NDH aim to achieve the following: — Establish a positive relationship of mutual trust and a full understanding of the aims, objectives and requirements of NDH and its group members' residents and the reasonable expectations of the appointed contractors; — Achieve innovation and greater efficiency by means of collaborative working; — Attract contractor investment in, and commitment to, longer term relationships; — Achieve measurable continuous improvement of all team members demonstrated by reference to agreed KPIs; — Resolve problems and avoid disputes by using a transparent and co-operative exchange of information and alternative dispute resolution procedures; and — Achieve NDH's stated visions, values, aims and objectives in relation to the procurement. Under this framework the contractors and their supply chains will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may relate in particular to social and environmental considerations.
